LAKE ELMO CITY COUNCIL MINUTES JULY 2, 1996 <br />A copy of Recommendations for the issuance of $650,000 General Obligation Temporary Improvement <br />Bonds, Series 1996A was submitted to the Council. <br />Paul Donna, Springsted, and Finance Director Banister explained that a 3-year temporary bond is <br />financially safest for the City If no development occurs in the next three years, the City can refinance the <br />bond for a longer term. If the process of adopting the resolution authorizing issuance and sale of the GO <br />Bonds is delayed, this could delay the proceeds to the City. <br />M/S/P DeLapp/Johnston - to table for two weeks for the Council to review handout before voting and for <br />attendance of a full Council. (Motion passed 3-0). <br />B. Salary Survey for Elected Officials <br />The Council reviewed the copy of the AMM's 1996 Elected Officials Salary Survey. The pay for Lake <br />Elmo Council falls below the average for Council of similar -sized cities. Currently in Lake Elmo, the Mayor <br />earns $2400 annually, while each Council member receives $1800 annually. The last time the Council got <br />a raise was about 10 years ago. The Council will discuss salary Increase at budget workshop time. This <br />increase could not take effect until after the November election. <br />6. CITY ENGINEER'S REPORT: <br />A. Draft of Community Water Supply Plan <br />The Council received a draft of the first section of the Community Water Supply Plan which deals with the <br />historical water use data. There will be discussion on this information at the July 16 Council meeting. <br />City Planner Tervedo will send Draft to the Metropolitan Council. <br />B. Receive re -write on Section 700 of Municipal Code regulating sewer systems <br />The Minnesota Pollution Control Agency is requiring all local units of government to update their septic <br />system ordinances to comply with the current state code which must be done by January 1, 1998. Local <br />standards that are more restrictive than the state code may be adopted, however, the state may require <br />justification for these changes. Tom Prew reviewed the comparison of some of the major differences <br />between our current code and the state code. <br />With the adoption of the Open Space zoning, there is a need for a collection septic system code. The <br />second part of the code change is adoption of standards for cluster development. <br />M/S/P John/DeLapp - to direct the City engineer to proceed with the rewrite of Section 700 of Municipal <br />Code regulating sewer systems. (Motion passed 3-0). <br />C. Escrow Reduction for Beaut Crest Estates <br />In his memo dated June 26, 1996, Larry Bohrer reported the developer of Beaut Crest Estates has <br />completed site grading, watermain, street construction and seeding. Bohrer recommend the security <br />deposit be reduced. <br />M/S/P DeLapp/Johnston - to reduce the security deposit from Beaut Crest Estates to $36,250.00 based <br />on a favorable recommendation from the City Engineer. (Motion passed 3-0). <br />7. PARKS/MAINTENANCE: <br />A. Update on Maintenance Facility <br />Planner Terwedo reported the Council met jointly with the Maintenance Advisory Committee on Monday, <br />July 1, 1996 and looked at the alternative supported by the Council at the June 18th meeting.
