LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 17, 1996 3 <br />M/S/P Conlin/Hunt - that the staff be requested to draft a tree trimming in the right-of-way program <br />where residents in the affected area will be notified that the City will come in a designated time frame and <br />trim in the right-of-way and be given the option to remove trees at their own risk. (Motion passed 6-0). <br />Councilman DeLapp volunteered sketches to be placed In the newsletter showing cross sections of <br />streets showing what the City is trying to create as an open area. <br />Mayor John recognized and congratulated Amy Sherman, reporter for the Oakdale Lake -Elmo Review, <br />moving to be the editor of the East Side Metro Area Newspaper. <br />A!11115416]�> i:lZ11r_TC94�107_F <br />6. CITY ENGINEER'S REPORT: <br />A. Railroad Crossing Improvements <br />The City received a letter and supporting data from Washington County Public Works asking for the City's <br />approval to use 30th Street as part of their detour plan. A time schedule has not yet been determined for <br />this work. The County will notify the City when this work is scheduled. <br />M/S/P Hunt/Johnston - to direct the City Administrator to write a letter to the Washington County Public <br />Works supporting their plan to use 30th Street as part of their detour plan for the railroad crossing <br />Improvements on County Road 17 by the Lake Elmo Inn. (Motion passed 5-0). <br />B. Request for support of County State Aid Highway Designation for County Road 17 (from 20th <br />Street to 10th Street). <br />The City received a letter from Donald Wisniewskt, Director of Washington County Public Works, dated <br />August 10,1996, requested concurrence in the designation of County Road 17A from Trunk Highway 36 <br />to County State Aid Highway 12 and CR 17B from 20th Street to County State Aid Highway 10 (10th <br />Street) as a County State Aid Highway. <br />Councilors Conlin and Hunt voiced concern of the County changing the character of the road. <br />M/S/P Hunt/Conlin - to refer this Rem, Request for support of County State Aid Highway Designation for <br />County Road 17B (from 20th Street to 10th Street) to the Planning Commission for their recommendation <br />N this would fit into Lake Elmo's transportation plan through the City and ask Don Theisen or a <br />representative to attend the meeting to explain what they are going to do. (Motion passed 5-0). <br />C. Proposal and schedule for 30th Street MSA Improvement <br />At the last meeting, the Council directed the City Engineer to prepare a proposal and schedule for a <br />possible MSA improvement of 30th Street. Tom Prew has set up the schedule so that a decision on the <br />street can be reached prior to December 20, 1996 which is the final date the City can request additional <br />maintenance funds from MnDOT for 1997. Additional maintenance funds could be used to pay for an <br />overlay of 30th Street instead of a full reconstruction. <br />M/S/P Hunt/DeLapp - to accept the proposal and schedule, (amend the date of November 5 to November <br />7, 1996 for City Council Receives Feasibility Report/Open Public Hearing) presented by the City Engineer <br />and authorize the City Engineer to begin work on 30th Street reconstruction. (Motion passed 5-0). <br />Council member Johnston asked what has happened with the 50th Street r-o-w needed for MSA <br />designation? Kueffner reported Baytown was not receptive to our request, and she will be attending a <br />meeting with Baytown in October with more information. <br />
