LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 17.1996 <br />D. Water Meter Replacement Program <br />Tom Prew reported he has met with Water Pro and the City staff regarding water meters they would like <br />installed. Water Pro has an incentive program If we do our project in 1996 they will give us computer <br />hardware which costs $16,000 for nothing. Tom Prew will check into if this hardware will be compatible <br />with the Banyon software and come back at the next meeting with cost for replacement of water meters <br />and upgrade. <br />E. Stillwater Lane Improvements (Receive Quotations) <br />Tom Prew reported he has received bids ($32,000 and $34,000) for the proposed improvements to <br />Stillwater Lane that were higher than his estimate of $18,000. Prew talked to Dan Olinger who said they <br />could overlay the bad areas and see how long it lasts. <br />M/S/P Hunt/Johnston - to direct the City Engineer to solicit quotes for overlaying a portion of Stillwater <br />Lane. (Motion passed 5-0). <br />A. Parks Commission Appointment <br />The City received one application, Gary Jader, 974 Jasmine Avenue North, for the vacancy on the Parks <br />Commission. <br />M/S/P DeLapp/Hunt - to appoint Gary Jader, 974 Jasmine Avenue North, as second alternate to the <br />Parks Commission. (Motion passed 5-0). <br />8. PLANNING, LAND USE & ZONING: <br />A. PUBLIC HEARING: Variance for size and height of accessory structure in the R1 zoning district. <br />Applicant: Donald Klatke, 3663 Jamaca Avenue N. <br />Don Klatke, 3663 Jamaca Avenue N., has requested a variance to allow the expansion of a detached <br />garage over 1,000 sq.ft. and a variance to the height of a detached garage in the R-1 zoning district. <br />Klatke has requested adding an additional 416 sq.ft. to an existing 832 sq.ft. garage in an R-1 zoning <br />district. The second request is for the height of garages to 17 feet. The Planning Commission has <br />recommended a change in the code to allow a maximum height of garages to 20 feet <br />Mr. Klatke stated he has a 3 acre lot which is heavily wooded and believes this to be a reasonable and <br />appropriate request. <br />City Planner Terwedo recommended denial based on the findings in her report dated September 17, <br />1996. <br />Mayor John opened up the public hearing at 8:15 p.m. in the Council chambers. <br />There was no one to speak for or against the variance request. <br />Mayor John closed the public hearing at 8:18 p.m. <br />The Council recognized perhaps because of lot size, that 1,000 sq.ft. might not be a large enough <br />accessory building. <br />M/S/P DeLapp/John - to ask the Planning Commission to address the City code in relation to acreage as <br />it applies to the entire concept of principal and accessory buildings, size and lot size and bring back a <br />recommendation. (Motion passed 5-0). <br />
