LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 17, 1996 5 <br />M/S/P Johnston/Hunt - to postpone consideration of the request by Don Klatke until the Council receives <br />a recommendation from Planning Commission in respect to accessory structures and the applicant has <br />agreed to postponement of this item and extension. (Motion passed 5-0). <br />B. Extension for Landscaping in Beaut Crest <br />The City received letters of extension for the landscape plantings for both Torre Pines and Beaut Crest. <br />The City does have letter of credit to do the landscaping for both projects. Council member Conlin <br />questioned the sentence in Dean Beutel's letter "All other exceptions are final". The Council did not <br />recognize what this pertains to. <br />M/S/P HunttJohnston - to require that the landscaping for Beaut Crest be completed by November 1,1996 <br />and Torre Pines by May 1,1997 and recognize that the letters of credit will remain in effect for these <br />developments. (Motion passed 5-0). <br />M/S/P DeLapp/Hunt - to direct the staff to remind developers to pay greater vigilance in providing water <br />and care of these trees because the trees will be under great stress. (Motion passed 4-1:Conlin:The <br />developers will spend a lot of money to do the landscaping and the purchaser will want these trees so <br />there are safeguards. The staff should not have to spend time on this). <br />C. Recommendation from Planning Commission on proposed Open Space zoning district <br />amendments <br />The Planning Commission called a public hearing for the amendment to the Open Space Zoning District <br />for September 23,1996. The Planning Commission did not recommend the amendment to the dedication <br />of land to the City and a conservation easement to a homeowners association. Council member Johnston <br />pointed out there was discussion by the PZ on the amendment for development standards on requiring <br />approval by affirmative votes of four Council members rather than three stated in the amendment. <br />D. Planning Commission Members <br />The City Administrator propsesd making all alternates on the Planning Commission full voting members <br />and changing a quorum to a simple majority. <br />Councilman DeLapp suggested making the Parks Commission consistent with requiring three members <br />as a quorum. Mayor John voiced his reasons for concern on three members making a quorum. Council <br />member Conlin wants to make sure the PZ know about the training sessions available and it should be <br />stressed that they take advantage of it. There are full voting members that have not attended the <br />planning training sessions. <br />M/S/P Hunt/Conlin - to table this discussion until the Council and Planning Commission meets jointly. <br />(Motion passed 5-0). <br />Councilman DeLapp requested information available in two weeks on the possibility of having a joint <br />educational/training program in house with PZ/CC; including such issues, variance and hardships, similar <br />public hearings discussion items; particular items transferred from Council to PZ. <br />E. Interim Plan for Maintenance Department <br />Administrator Kueffner provided cost estimates for the construction of a pole building on the Olinger <br />property. Council member Conlin questioned 9 this is an appropriate interim plan and did not support the <br />condition in the proposal that the City agrees not to proceed with condemnation proceedings of the <br />Olinger property and that this temporary use not become permanent. <br />
