LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 17, 1996 <br />M/S/P HunUDeLapp - that the staff, primarily the City Administrator and Foreman, be directed to proceed <br />ahead with defining specifications on the heating system and other required systems for completion of <br />this building and involve MAC to whatever extent possible within constraints for the final proposal be back <br />at the next Council meeting for approval. (Motion passed 5-0). The Council asked that the Administrator <br />check to see if the City is left with 3.9 acres. <br />Councilman Hunt proposed a Facilities Advisory Commission that would exist a couple of years until we <br />have finished our planning process of the Comprehensive plan to evaluate needs for City hall, fire and <br />maintenance dept., and sharing services with County. (This will be brought back to the next meeting.) <br />F. 3M - Long Range Plans for property on Highway 5 <br />M/S/P Johnston/Hunt - to direct the City Planner to co-ordinate the task of going forward with working <br />with 3M, Imation on plans for their property on Highway 5. (Motion passed 5-0). <br />M/S/P Johnston/Hunt - to postpone approval of DRAFT minutes and request Council to submit significant <br />comments in writing and submit the DRAFT minutes to 3M for their approval. (Motion passed 5--0). <br />G. Planning Commission Work Program <br />According to the Lake Elmo City Code, the Planning Commission shall prepare an annual work program <br />at their first meeting in September. The Council set a joint meeting with the Planning Commission to <br />review the work plan. <br />M/S/P Hunt/Conlin - to accept the work program, as modified (add as first work project: Recodif!cation <br />Review) and set Monday, October 7, 1996, 7 p.m., for a joint meeting with the City Council and Planning <br />Commission. (Motion passed 5-0). <br />9. UNFINISHED BUSINESS:None <br />10. CITY ATTORNEY'S REPORT:None <br />11. CITY COUNCIL REPORTS: <br />Mayor John reported he attended a meeting on Bob White's proposal with residents on 57th Street where <br />concerns were voiced on duplexes and townhouses being incorporated into the plan. <br />Council member Conlin will make a half-hour formal presentation on their trip to Kansas City, September <br />30th, before the 1-94 Task Force meeting and extend an invitation to the Council and Planning <br />Commission. <br />M/S/P HunUDeLapp - to call a Council workshop for planning purposes to hear a formal presentation on <br />Corporate Woods, Overland Park, on Monday, September 30, 1996, 5:30 p.m., at City Hall and extend <br />an invitation to the Planning Commission. (Motion passed 5-0). <br />Councilman DeLapp reported that the Governor proclaimed Saturday, September 14th, as the First <br />Annual Private and Family Land Preservation Day. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. Computers and Computer Software <br />Councilman Hunt provided a presentation on computers and computer software. Because the City <br />Engineer was not sure that this certain software would work with the hardware, Hunt suggested that a <br />firm decision not be made until the Council is made aware of what direction the City will be going with the <br />
