MEETING MINUTES <br />Lake Elmo City Council/3M Imation <br />The Lake Elmo City Council held a workshop with Imation/3M representatives at 6:00 <br />PM, Monday, September 9, 1996 in the City Council Chambers of Lake Elmo City Hall, <br />3800 Laverne Avenue North. <br />City Council Present: Mayor Wyn John, Karen Johnston, Steve-DeLapp, Rita Conlin, <br />Lee Hunt. <br />City Staff:- Ann Terwedo, Mary Kueffner. <br />Others: Sue Dunn, Tim Mandel, Gloria Knoblach. <br />3M/Imation Representatives: Don Jordan, Miles Lindberg, Darrel Wiegshad. <br />Mayor John opened the meeting. <br />Don Jordan, 3M representative, discussed the regional perspective behind the <br />3M/Imation land in Lake Elmo and Oakdale. There are 195 acres of 3M land in Lake <br />Elmo on the north and south side of Highway 5. In Oakdale, there are 300 acres of <br />land which could be broken into 2 acre lots.._. <br />Mr. Jordan spoke about water quality in relation to development on the Imation property <br />in Oakdale and the future development of the 3M property in Oakdale in relation to the <br />storm water run-off which goes into Lake Elmo. Specifically, the storm water run-off in <br />the Imation site could be held in the existing, and future ponds. The 3M land in Lake <br />Elmo will need additional ponding areas which the 3M land in Lake Elmo may <br />accommodate. <br />Mr. Jordan presented a bubble diagram of current and two new buildings, detailed a <br />series of ponds and more of a campus setting.Mr. Jordan stated that Imation can keep <br />the water "on site"however, Imation may join in a comprehensive watershed plan if an <br />appropriate one can be devised. <br />Mr. Jordan said that 3M/Imation wants the support of the City of Lake Elmo and the <br />.long term benefit for the city would be: 1.) green acres setback from Highway 5 <br />2.) appropriate "buffer" areas next to <br />residential areas <br />3.) creation of "water amenities" <br />4.) walking paths which would tie into the Lake <br />Elmo comprehensive plan and <br />Washington County trail system <br />
