LAKE ELMO CITY COUNCIL MINUTES OCTOBER 1, 1996 6 <br />7. PARKS/MAINTENANCE: <br />A. Interim Plan for Maintenance/Fire Department <br />The Maintenance Advisory Committee unanimously passed a motion to modify the existing cold storage <br />maintenance building on Jamaca Avenue with two insulated bays with two end garage doors; to provide <br />heaters to maintain storage above freezing; to modify the existing side door by insulating it; to find a cost- <br />effective 500 sq.ft. of cold storage within the City to lease for the winter with an option to extend the <br />lease; to recommend not leasing land from Carl Olinger for a temporary pole building. <br />Dan Olinger submitted costs on insulation, overhead doors, metal sheeting, etc. which figures were taken <br />from sale ads from Menards. <br />M/S/P Hunt/Johnston - to direct the staff to proceed ahead with plans to upgrade the existing cold <br />storage building by adding two heated stalls and two insulated doors and any other equipment as <br />deemed necessary to make these stalls usable for the plows this winter and that be capped at a <br />maximum of $25,000 based on the unanimous recommendation of the Maintenance Advisory Committee <br />that this proposal carry through. (Motion passed 5-0: <br />M/S/P DeLapp/John - to formally commend the MAC, Councilman Hunt as their representative, Dan <br />Olinger and Administrator Kueffner for putting together this interim plan. (Motion passed 5-0). <br />B. Tree -Trimming Policy <br />Administrator Kueffner was directed to provide a policy for tree and brush trimming for the City. Even <br />trough our code allows for tree trimming and/or removal of any object in the rights -of -way that may <br />impede the health, safety and welfare of our residents. <br />M/S/P DeLapp/Hunt - adopt Administrative Policy No. 96-1 Tree Trimming Policy, as presented. (Motion <br />passed 5-0). <br />Dan Olinger and Council member Conlin had suggested amendments to the policy. <br />M/S/P John/Johnston - to reopen the motion to adopt the Tree Trimming Policy. (Motion passed 5-0) <br />M/S/P Conlin/Hunt - to adopt Administrative Policy No. 96-1 Tree Trimming Policy as amended. (Replace <br />low limbs of 14' versus S', Amend Item 2.3 and delete Item 2.4) (Motion passed 5-0). <br />C. Street Light at Highway 5 County Road 17 Intersection (Postponed) <br />Debbie Krueger requested Washington County install a street light at the Highway 5/County Road 17 <br />intersection. Administrator Kueffner had contacted Joe Lux with the Washington County Public Works <br />Department and he was going to have specific cost data. No cost data was received, therefore, the <br />agenda hem was postponed. Mayor John explained he received a request for a street light at the <br />intersection of County Road 10 and 19. <br />Councilman DeLapp asked for a study on the street light policy to include the basis for approval of street <br />lighting and how cost should be allocated. <br />M/S/P Hunt/DeLapp - at a future date, to ask the staff to review changes the City might consider making <br />to its policy on street lights and to look at options from other cities for background information. (Motion <br />passed 5-0). <br />
