LAKE ELMO CITY COUNCIL MINUTES OCTOBER 1, 1996 8 <br />8. CITY ENGINEER'S REPORT: <br />A. Call public hearing for Section 33 Utilities Assessment <br />The City received a memo form Tom Prow, September 27, 1996, regarding the Final Assessments for <br />the SE 1/4 of Section 33 Utilities. The Engineer has recommended that the Council adopt the resolution <br />and set the assessment Hearing for Tuesday, October 15, 1996. Prew reported the Total Assessment <br />figure has changed from $612,414.12 which was published in the Public Hearing notice to $643,230.14. <br />The individual notices to the property owners have not been mailed. Attorney Filla pointed out a <br />supplemental hearing will have to be held to deal with the difference of $20,000. <br />M/S/P Hunt/Johnston - to adopt Resolution No. 96-31 calling for a public hearing on the proposed <br />assessment for the Sanitary Sewer and Water Service for the SE 1/4 of Section 33 for Tuesday, October <br />15, 1996 at 7:30 p.m. (Motion passed 4-0). <br />Council member Conlin left the Council meeting at 10:66 p.m., therefore the vote for the following <br />motions will be majority vote of four council members. <br />M/S/P Hunt/John - to direct the staff to negotiate with the property owners that an agreement can be <br />reached concerning assessing the entire amount on next years tax rolls. (Motion passed 4-0). <br />M/S/P Hunt/Johnston - to direct the staff If it is not possible to get an agreement from the property owners <br />that they take whatever action they need to ensure that the entire amount can be assessed. (Motion <br />passed 4-0). <br />B, Replace Cost of Water Meters <br />Tom Prew reported In his letter of September 254, 1996 that he had met with the staff regarding replacing <br />all the old water meters in the Old Village. Prow recommended that the new water meters and the <br />automated meter reading system be purchased and installed under a single contract. This will insure a <br />matched uniform system. It is proposed to finance the new meters in the Old Village area with antenna <br />revenue ($10,000/Year). The meter reading and billing system will be paid for by increased staff <br />productivity resulting from the automated read out system. <br />M/S/P Hunt/Johnston - to authorize the City Engineer to prepare specifications and advertise for bids for <br />water meter replacement and a meter reading system. (Motion passed 4-0). <br />C. "No Passing" Signs in the City <br />The City received several complaints from the Lake Jane Trail area that drivers are not obeying the <br />double yellow lines and one resident was witness to a very close call by someone that ignored these <br />double lines. It was Tom Prew's opinion that "No Passing" signs should be placed on all doubled lined <br />collector or MSA streets in the City. Dan Olinger presented the cost and the size and dimensions of the <br />signs. The Council felt the large size of the signs was not in keeping the area rural. <br />M/S/P DeLapp/Johnston - to defer this proposed sign change for at least a year and proceed with basic <br />striping program. (Motion passed 4-0). The Council suggested inserting in the newsletter an article on <br />obeying traffic rules with regard to double yellow lines. <br />D. Escrow reduction for Beaut Crest Estates <br />Tom Prew reported in his letter of September 27, 1996 that the work is nearly complete on this <br />subdivision with only landscaping and punchlist items remaining. An extension to the developers <br />agreement was granted by the Council for the landscaping. <br />
