Lake Elmo City Council Meeting Minutes March 18, 1997 page 3 <br />7. PARKS/MAINTENANCE DEPARTMENT/FIRE DEPARTMENT <br />A. Parks Supervisor Bouthilet has received the notice that Lake Elmo's Tree City USA <br />application has been approved by the DNR-Division of Forestry and has been forwarded to the <br />National Arbor Day Foundation for final approval. Mike contacted Dick Johnson, who indicated <br />interest in attending the Recognition Luncheon at Majestic Oaks on Thursday, March 27, 1997. <br />8. PLANNING, LAND USE & REZONING <br />A. Case No. ZAM/97-15 Rezoning from RR to R-1, Applicant Florence Kleis <br />A zoning map amendment to rezone a 2.5 acre parcel of land from RR, Rural Residential to R-1, <br />One Family Residential. This site was not rezoned along with plat for Foxfire Manor. <br />M/S/P DeLapp/Dunn - to adopt Ordinance No. 9702 an ordinance amending Section 301.070 C <br />"Zoning District Map" of the 1979 Lake Elmo Municipal Code; changing the land use designation <br />from (RR) Rural Residential to (R-1) Single Family Residential. <br />(Motion Passed 4-0). <br />B. Variance to Platting Regulations: Ken and Janet Sovereign <br />DELETED <br />C. Old Village Study Map <br />City Planner Pung-Terwedo presented a draft map indicating the planning area for a study of the <br />"Old Village" group, which at this time is not recognized or has developed a mission statement. <br />Councilor DeLapp supports larger boundaries, Councilor Dunn supports smaller boundaries, <br />Councilor Conlin feels the boundaries are too broad, Vice -Mayor Hunt directed staff to schedule <br />a meeting to discuss boundaries. City Planner Pung-Terwedo said she would arrange such a <br />meeting within 2-3 weeks. <br />D. PCS Tower Site Locations <br />City Planner Pung-Terwedo looking for direction from City Council - where to locate towers, <br />height, and process. <br />The City Council discussed and directed staff to draft an ordinance based upon: <br />1) No towers should be located in City Parks <br />2) Towers could be located in PF District and private (NSP) <br />3) Height, to be determined <br />4) Require companies co -locate <br />5) No towers in the Lake Elmo Regional Park Reserve. <br />E. Request from Meehan Family for extension of plat. <br />Torre Pines was given preliminary plat approval in July, 1995 an final plat approval for all but <br />three lots in September of 1995. The City was informed at that time Mr. Meehan would continue <br />to live in the existing home on 10m acres and that the final plat of these four lots would not be <br />done at this time. The Meehans are requesting another year extension. <br />M/S/P Dunn/DeLapp - to grant the Meehans a one-year extension of the final plat of Torre Pines, <br />specifically the parcel now shown as lot 15. (Motion Passed 4-0). <br />
