Lake Elmo City Council Meeting Minutes March 18, 1997 page 4 <br />9 CITY ATTORNEY'S REPORT <br />A. Compliance with Agreement: Burgess <br />City Attorney Filla recommended an Executive Session for any issues which went beyond <br />mediation. He discussed the "timeline" of the agreement. Said parties filing complaints asked to <br />remain anonymous and stated some neighbors were reluctant to become active in participating <br />with this issue. Recommends City give notice to Burgess requesting mediation. <br />City Administrator Kueffiier said she is available days, nights and weekends and she will call <br />Washington County Deputies - so far, she has received no calls. <br />Building Official/Code Enforcement Officer Jim McNamara stated that could be called at his <br />home and he has photos of a alleged dropped vehicle on the Burgess property. However, he said <br />it was difficult to get a good view of the vehicle. <br />Councilor Conlin said this issue was very difficult to enforce and these agreements with residents <br />involved "policing" therefore creating a high level of frustration for all involved. <br />City Administrator advised contacting Washington County Deputy Wayne Johnson/POP(Problem <br />Oriented Policing) Program. City Attorney Filla said there is no cost for the POP program. City <br />Council directed staff to continue the current complaint process contact Deputy Johnson <br />regarding POP Program. <br />B. Tracking for Complaints <br />Building Official/Code Enforcement Officer McNamara reviewed City staff updated complaint <br />process. City Administrator Kueffher said she will direct staff to see that City Council receive <br />monthly complaint report. <br />10. UNFINISHED BUSINESS <br />None <br />11. CITY COUNCIL REPORTS <br />A. Mayor John: Attached <br />B. Councilor Conlin: None <br />C. Councilor DeLapp: None <br />D. Councilor Dunn: Reported that she had attended the "Grand Re -Opening" of The Lake Elmo <br />Inn. Dunn referred the complaints to the Planner she received of water problems on County Road <br />17 and asked her to make Washington County and the City Engineer aware of them. <br />E. Vice -Mayor Hunt: Advised the City Council form a Facilities/Planning/Administrative <br />Committee, which should consist of one or two City Councilors, one Planning Commissioner, one <br />staff member and one resident at large. <br />12. CITY ADMINISTRATOR REPORT <br />A. Dick Johnson's Letter of Resignation from MAC and SWAC <br />City Administrator Kueffner reviewed Dick Johnson's letter of resignation. <br />M/No Second/ Conlin/No Second - to accept Dick Johnson's letter of resignation from MAC and <br />SWAC and send a letter of appreciation. <br />
