LAKE ELMO CITY COUNCIL�v rNUTES MAY 20, 1997 <br />Tom Prow has reviewed the plans and the plan meets the intent of our agreement with Oakdale and Imation <br />for a stormwater outlet. <br />A third building is being built on the Imation campus in Oakdale, a series of holding ponds need to be built <br />to accommodate for lost drainage area. Because the natural flow for this water goes from the Oakdale <br />Imation property to another property the company owns across County Road 13 in Lake Ehno, <br />representatives requested that the City approve an extension of the drainage. This is one pond planned as <br />part of a pond network. Danielson explained it's the first step in setting up a framework for future <br />developments. None of the Imation representatives could say exactly what this future development would <br />be. They speculated that it could be a further expansion of the Imation campus or even a cluster -housing <br />development. <br />Mayor John opened up the public hearing at 7:50 p.m. <br />Helen Fisher, 8139 38s' St. N., complained that she had not been adequately notified of the proposed <br />change and was wary of any construction. Danielson explained that Imation currently bas no expansion <br />plans beyond building one pond, but that plans for more ponds, or even more constriction is not certain. <br />The pond will be filled with nor more than six inches of water on a dry day. <br />Marlies Jackle, 8420 39" St. N., voiced her concerns about runoff from the hnation site contaminating her <br />well. Danielson gave assurances that such contamination would not happen. Mayor John added that the <br />City would never pass an agreement that it thought would be harmful to Lake Elmo residents <br />Mayor John closed the public hearing at 8:10 p.m. <br />M/S/P DeLapp/Conlin - to approve the grading permit for construction of a swale and storm water <br />detention pond to reduce the peak discharge from the 3M site based on the recommendation of the city <br />Engineer in his memo dated May 5, 1997 in accordance with the Joint Powers Agreement, City of Oakdale, <br />Lake Elmo, and VBWD as stated in letter of April 23'1 from Paul Danielson, Project Manager, including <br />the condition that working hours shall be limited to those in our code. Paul Danielson stated that the work <br />should be done by the end of June. (Motion passed 4-0). <br />B, Response form Oakdale on 40 Street - INFORMATIONAL <br />At a previous Council meeting, the City Administrator was directed to contact City of Oakdale regarding <br />their future plans for the improvement of 40th Street. The City received a letter form Craig Waldron, May <br />15, 1997, stating the Oakdale City Council has directed him to investigate short term improvement options <br />including converting it to a gravel road or grinding it up and installing a thin overlay. Mr. Bachmeier asked <br />if Lake Elmo had any interest in assisting them in this mutually beneficial project to contact him. There <br />was no motion by the Council to do so. <br />7. Final Plat, HERITAGE FARM, Herzfeld Inc. <br />The City Council approved the Preliminary Plat and Plan for Heritage Farm on April 1, 1997. A <br />Resolution approving the Final Plat was provided for Council review, <br />M/S/P Dunn/DeLapp - to approve Resolution No. 97-22, as amended (PZ recommended approval, place in <br />chronological order), A Resolution Approving the Final Plat of Heritage Farm subject to the 11 conditions. <br />(Motion passed 4-0). <br />Councilman DeLapp left the meeting at 8:55 p.m. <br />LAKE ELMO CITY COUNCIL MINUTES MAY 20, 1997 <br />
