B. Resolution approving a Minor Subdivision: Florence Kleis <br />Florence Kleis is requesting a subdivision of a 2.8 acre parcel of land into two parcels, a 1.57 acres (Parcel <br />A) and 1.26 acres (Parcel B). Parcel B will then be combined with the existing 60 acres to the north. On <br />March 18, 1997 the Council approved a rezoning of the 2.8 acre parcel of land. When the property owner <br />had the property surveyed, it was found that a portion of the property which was indeed part of the Kleis <br />homestead which includes an outbuilding. The Planning Commission recommended approval at its June 9, <br />1997 meeting. <br />M/S/P DeLapp/Dunn — to adopt Resolution No. 97-34 approving Case No. SUB/97-35 granting a minor <br />subdivision to Florence Kleis based on the three findings stated in the City Planner's report. (Motion <br />passed 4-0). <br />C. Ordinance adopting a rezoning from RI to RR: Florence Kleis <br />This is a zoning map amendment to rezone a 1.7 acre parcel of land from R-1, Single Family Residential to <br />RR, Rural Residential. The parcel will be combined with the Kleis farm located north of the site. The <br />Planning Commission recommended approval at its June 9 h meeting. <br />M/S/P DeLapp/Dunn — to adopt Ordinance No. 9709 a zoning map amendment changing the zoning of the <br />Florence Kleis parcel of property from R-1, Single Family Residential to RR, Rural Residential based on <br />the approval of the staff and Planning Commission. (Motion passed 4-0). <br />D. Conditional Use Permit for Entrance Sign to Torre Pines: Mike Black <br />Mike Black, Royal Oaks Realty, Inc, is requesting a Conditional Use Permit for the placement of a 24 sq.ft. <br />"Torre Pines" neighborhood sign within a monument. This is a requirement of the sign ordinance. The <br />sign will be located at the entrance to Tone Pines and there will be two faces to the sign which will face <br />north and south. The materials of the monument will be Kasota Stone and the sign will be a wood material. <br />The color of the sign may be beige or bronze to match the stone and the lettering will be green. The <br />location of the monument and sign will not be a safety hazard for vehicular traffic on Inwood Avenue. The <br />monument will need to be 64.5 feet from the centerline of Inwood Avenue as stated in the letter from Joe <br />Lux, Washington County, dated May 28, 1997. The City Planner recommended that perennial flowers be <br />planted around the base of the monument. <br />M/S/P Conlin/Dunn — to approve Case No. CUP/97-36 adopting Resolution No. 97-35 a resolution granting <br />a conditional use permit to Mike Black/Royal Oaks Realty, Inc. for placement of a Torre Pines <br />Neighborhood sign located at the entrance to the Tone Pines Development based on the three conditions of <br />approval stated in the City Planner's report and recommended approval by the Planning Commission. <br />(Motion passed 3-1:DeLapp:It's a development advertising sign and a designation of economic segregation <br />and inappropriate in a City that supports the Livable Communities Act.). <br />E. PUBLIC HEARING: Annexation of Houle Property <br />At its May 6, 1997 meeting, the Council amended the agenda to accept a petition from Glen Houle and <br />Robert Engstrom for annexation of 1,46 acres from Baytown Township to the City of Lake Elmo. <br />Administrator Kueffner stated she did not realize that a public hearing was required for all annexation by <br />ordinance. The Council adopted Ordinance No. 9705 extending the corporate limits of the City to include <br />the Houle property. This is a public hearing to consider the petition of Glen and Colleen Houle and Robert <br />Engstrom for annexation of 1.46 acres from Baytown Township to Lake Elmo. The notice was published <br />in the May 14, 1997 Stillwater Gazette and affected residents and Baytown Township were notified as <br />required by law. <br />Mayor John opened up the public hearing at 9:10 p.m. in the Council chambers. <br />There was no one to speak for or against the proposed annexation. <br />LAK ELMO CITY COUNCIL MINUTES JUNE 17. 1997 <br />
