a suggestion where to erect "No Parking Beyond This Point' signs to help eliminate this problem. <br />Councilor Dunn suggested "residential parking only' signs be placed in front of the houses on Upper 33rd <br />Street. Councilor Conlin suggested that the Feed Mill and Lake Elmo Inn be asked to participate in costs of <br />signs. The City Planner was going to come back with suggestions or an alternative for the parking problem. <br />There is also a problem with parking by a fire hydrant that needs to be addressed and enforced. <br />M/S/P Conlin/DeLapp — to direct the staff to erect two "No Parking Beyond This Point' signs as indicated <br />on diagram provided by Dan Olinger, to add a sign or signs where appropriate past the Lake Elmo Oil <br />turnaround calling for "residential parking only", and send a letter to Lake Elmo Inn and the Feed Mill <br />asking for participation in costs of signs. (Motion passed 4-0). <br />8. PLANNING, LAND USE & ZONING: <br />A. Old Village Committee <br />A group of citizens have been meeting since December,1996 and are asking the City Council to formally <br />recognize them as a working committee for the City. A mission statement and a map of the area they <br />would like to study was provided for Council approval. The following people have made application to <br />serve on this committee: <br />Ann Bucheck <br />Myrtle John <br />Arlo Frost <br />Debbie Krueger <br />Cindy Gackle <br />Yvette Oldendorf <br />Dave Herreid <br />Marjorie Williams <br />M/S/P DeLapp/Dunn — to direct the staff to prepare a resolution for the City Council to establish a Lake <br />Elmo Village Committee as a working committee of the City and accept the mission statement, as <br />amended, and authorize the services of the City planner on an as -needed basis and accept as committee <br />members of those applied and invite anyone who wish to apply contact City Hall.. (Motion 4-0). <br />The Council and Village Committee tentatively set a joint meeting for the month of July. <br />Councilor DeLapp suggested setting in motion placement of a moratorium on the undeveloped areas in the <br />Old Village as defined on the map in order to be able to work with the property owners and Village <br />Committee to develop a set of guidelines. The purpose is to force action rather than to delay action. <br />Councilor Dunn would like to see an organized plan for this area. Councilor Conlin was uncomfortable in <br />starting this moratorium process without bunking things through. She would like to ask the Planning <br />Commission for their view to enable the City to put new guidelines in place. Administrator Kueffner <br />suggested inviting the property owners that have this undeveloped land and make the offer to take part in <br />this process. <br />M/S/P Hunt/DeLapp — to direct the staff to work with the Lake Elmo Village Committee to determine if a <br />moratorium in the old village area on new development would be required to give us time to formulate a <br />new ordinance or to fix inconsistencies with other ordinances and report back to City Council by their first <br />meeting in July and to have the planner present this basic concept to the Planning Commission to be <br />involved in discussion at the next meeting. (Motion passed 4-0). <br />B. Concept Plan:Mixed Use, Residential/Retail:Lynskey Property <br />Mike Lynske�y would like to work with the City to achieve a concept plan for developing his property <br />located at 39 Street and Highway 5 with a housing/mixed use development for this site. The proposal <br />consisted of 18,000 sq.ft retail space with apartments (28-1 bedroom and 2-2 bedroom). He has found <br />there are not enough starter homes in the City and the children cannot afford housing because there is a <br />shortage of rental housing. Mr. Lynskey will contact the Met.
