LAKE ELMO CITY COUNCIL MINUTES AUGUST 19, 1997 <br />M/S/P Hunt/Dunn — to adopt Ordinance No. 9713, An Ordinance adopting a Development Moratorium <br />within the Brown's Creek Watershed in the City of Lake Elmo based on the request by Washington County <br />and the recommendation of the Planning Commission . (Motion passed 5-0). <br />This will be re -addressed in about 3-4 weeks based on the Municipal Board's decision. <br />H. Transfer of Development Rights (Recommendation from Planning Commission) <br />Planner Terwedo reported she has been working on possible amendment to the OP Ordinance. One of the <br />issues that has been discussed is a TDR Program, Transfer of Development Rights. No TDR Program has <br />been established in Minnesota and the Land Stewardship Program will be looking into this issue. The <br />Planning Commission requested a six-month moratorium on accepting development application until the <br />changes to the OP Ordinance are completed which will include a TDR Program. <br />M/S/P Hunt/DeLapp — to call a workshop with the Planning Commission to discuss the issues developing <br />with the Open Space Ordinance, Transfer of Development Rights Program or purchase of the Development <br />rights and establishing a moratorium on accepting development applications until the changes to the OP <br />Ordinance are completed and set up a specific work plan as to what will be accomplished. (Motion passed <br />5-0). <br />Comments on the OP Ordinance were solicited from Council and Planning Commission to be submitted to <br />the City Planner. <br />I. Planning Commission Vacancies <br />The Council received four applications for the vacancy on the Planning Commission. A map was shown <br />depicting the area of the City that is currently represented on the Commission. All of the members are <br />located south of Highway 5 and in the past the Council attempted representation from all parts of the City. <br />The Council decided to go back to a nine -member commission with two alternates and require members <br />attend the GTS planning training. <br />M/S/P Hunt/DeLapp — to direct the staff to change the Planning Commission size to 11 members (9 full - <br />voting members and 2 alternates) with a quorum of 5 members and make it mandatory the members attend <br />the GTS planning training within 6 months or else be dropped from the Commission. (Motion passed 5-0). <br />Defer discussion until next meeting in order to have ordinance in front of them. The Planning Commission <br />vacancies will be placed under Public Informational at the next meeting and letters will be sent to the <br />applicants inviting them to this meeting, <br />J. Grant Application to Met. Council for "Old Village" study. <br />The Metropolitan Council has an appropriation of $700,000 to assist local governments in Comprehensive <br />Planning. Planner Terwedo felt since the City is preparing a Village Plan as an element to the <br />Comprehensive Plan, a grant for assistance would be appropriate at this time and should apply for the full <br />$20,000. <br />M/S/P DeLapp/Conlin — to adopt Resolution No. 97-47, A Resolution authorizing the City Planner to <br />submit an application for a Metropolitan Council Planning Assistance Grant. (Motion passed 5-0). <br />K. Date for Village Commission Meeting <br />The Village Commission will meet on Wednesday, August 27, 1997, 7:00 p.m., at City Hall. <br />L.
