Tom Prew pointed out the agreement with Oakdale for water is a temporary agreement. The City should be <br />aware of this as we develop the I-94 area and should look for a well site in the area. In his opinion, the City <br />cannot go back and assess this developer for water. <br />Richard Wicka indicated it is not anticipated for the medical building to be a 24-hr. operation. He is <br />looking for approval of a Phase I and Phase II operation. Planner Terwedo stated the site is large enough to <br />accommodate Phase II. <br />Councilor Conlin would like to have more landscape islands and pointed out the code requires 10% of the <br />interior of the lot be landscaped and did not feel the proposal met this requirement. Councilor DeLapp <br />agreed and felt the proposal according to the code was short by 7% of landscape. The City Planner felt the <br />proposal did meet that requirement. <br />M/S/P Hunt/John — to approve Case No. SP/97-53 Site and Plan Review for East Metro Health medical <br />office building and concept approval of Phase II, direct staff to prepare a developers agreement based on <br />the 8 conditions of approval listed in the City Planner's report with the added conditions: 9. Developer will <br />meet with the City Planner to determine the feasibility of additional internal landscape islands for parking <br />lot, 10. Final review and approval by City Engineer for plans and specs, based on the findings stated in the <br />City Planner's review and on the recommendation of approval by the Planning Commission, (Motion <br />passed 5-0). <br />B. Veterinary Clinic Use in General Business, 3417 Lake Elmo Avenue, Zoning Use Determination <br />Dr. John Baillie, practices at Cedar Lake Pet Clinic in Minneapolis, but lives in Washington County, <br />explained he had approached the City Planner about an existing building at 3417 Lake Elmo Avenue to <br />locate a veterinary clinic. A kennel use is allowed by a conditional use permit under the General Business <br />zoning regulations, but a veterinary clinic is not listed as a permitted or conditionally permitted use in GB. <br />The proposal has no plans for outdoor kennels and the parking is to be located along the north side of the <br />site. The Council felt a Veterinary Clinic use in GB for this area was a compatible use and suggested the <br />Planning Commission and Village Commission looks into amending the GB Ordinance to include this use. <br />The Council received a letter from Suzanne Kelly, Lake Elmo Mill & Horse Emporium indicated Dr. <br />Baillie's veterinary clinic which would administer medicine to wildlife and exotic species, which cannot <br />receive medical attention at most clinics, would be a great asset to this community. <br />M/S/P Conlin/Hunt— to direct the staff to present this request for a veterinary clinic in General Business at <br />3417 Lake Elmo Avenue to the Planning Commission and the Village Commission to look into amending <br />the ordinance to allow a veterinary clinic by CUP in GB and discuss this particular application at this <br />location. (Motion passed 5-0). <br />C. Final Plat, Tamarack Farm: Jon Whitcomb <br />Jon Whitcomb provided a final plat for Tamarack Farm Estates for Council review and approval. <br />The development agreement will be submitted at the next council meeting for approval. Tom Prew <br />approved the wetland treatment design. hi the development agreement the barn will be preserved. <br />M/S/P Hunt/Conlin — to adopt Resolution No. 97-50, A Resolution approving the Final Plat of Tamarack <br />Farm Estates conditioned upon the development agreement approved by the City Council and a park <br />dedication fee of $12,740. (Motion passed 5-0). <br />D. Final Plat, the Hamlet of Sunfish Lake: Toby Schifsky <br />Jack Buxell, Buxell Architecture, submitted a Final Plat for The Hamlet of Sunfish Lake for 41 single <br />family lots, a DRAFT developer's agreement and a letter from the DNR approving the project subject to <br />conditions. <br />LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 16, 1997 <br />
