Escrow Reduction: Fields of St. Croix <br />Tom Prew reported the grading, initial street surface, storm sewer, and landscaping work is complete and <br />recommends the Council reduce the required escrow on this project to $69,425.00. <br />M/S/P DeLapp/Hunt — to authorize the reduction of the required escrow for Fields of St.Croix to <br />$69,425.00. (Motion passed 5-0). <br />Escrow Reduction: The Homestead <br />Tom Prew reported the grading, initial street construction, storm sewer and landscaping work is complete <br />and recommends the Council reduce the required escrow on this project to $41,250.00. <br />M/S/P DeLapp/Hunt — to authorize the reduction of the required escrow for The Homestead to $41,250.00. <br />(Motion passe4d 5-0). <br />B. Hammes Sand & Gravel <br />Tom Prew discussed with the Council his review of both the mining plan and the property list and made <br />special note to the fuel being stored without a spill containment system. The Council directed Prew to <br />review the law regarding fuel storage and notify Hammes Sand and Gravel if work is necessary. <br />C. Update on County Road 13 Improvements <br />Tom Prew reported he attended the Preconstruction meeting for the CSAH 13 project. Work is to start <br />immediately. Prew notified Washington County that the City wished to look at having some trees planted <br />on the Lake Elmo side of the project, and he will work with the County on this. <br />D. Am informational meeting with the residents on Janero Avenue will be held on September 3Td, 6 <br />p.m., at City Hall on Janero Avenue Reconstruction. <br />6. FINANCE DEPARTMENT: <br />A. 1998 Budget (continuation from August 25) <br />At the August 25, 1997 Budget Workshop, the dates for the Truth in Taxation Budget) public hearing was <br />set for Wednesday, December 3,1997, at 7:00 p.m., Wednesday, December 10 was set as the date for a <br />continuation of the hearing if needed. It was agreed to leave the PROPOSED tax levy for 1998 at <br />$1,188,186 which is a 4.28% increase over the final tax levy for 1997. <br />M/S/P DeLapp/Hunt — to adopt Resolution No. 97-48 approving the proposed 1997 tax levy of $1,188,186 <br />collectible in 1998, and setting the date for the public hearing for Wednesday, December 3, 1997 at 7:00 <br />p.m. (Motion passed 5-0). <br />Administrator Kueffner provided a memo outlining some of the issues that were discussed at the workshop. <br />M/S/P Conlin/Hunt — to add as agenda items, referred in the City Administrator's memo dated August 28, <br />1997, for the September 16 Council meeting. (Motion passed 5-0). <br />B. Upgrade of office telephones <br />M/S/P DeLapp/Hunt — to authorize the purchase of a Partner System, as described in brochure presented, at <br />an outright purchase price of $10,800.25 from Lucent Tehnologies.
