C. 1998 Liquor Licenses <br />M/S/P DeLapp/Hunt—to grant an On -Sale intoxicating liquor and On -Sale Sunday intoxicating liquor <br />license to 3M Club of St. Paul (Operators of Tartan Park); subject to the approval of the Washington <br />County Sheriffs Department. (Motion passed 5-0). <br />M/S/P DeLapp/Hunt — to grant an On -Sale intoxicating liquor, Off -Sale intoxicating liquor, and On -Sale <br />Sunday intoxicating liquor license to the Twin Point Tavern and Lake Elmo Inn; subject to the approval of <br />the Washington County Sheriff s Department. (Motion passed 5-0). <br />M/S/P DeLapp/Hunt—to grant an On -Sale intoxicating liquor license to River Valley Catering Inc., Lake <br />Elmo Banquet Hall; subject to the approval of the Washington County Sheriff s Department. (Motion <br />passed 5-0). <br />M/S/P DeLapp/Hunt — to grant On -Sale non -intoxicating Malt Liquor license for the Golf Course <br />Community Center at Cimarron Park; subject to approval of the Washington County Sheriff s Department. <br />(Motion passed 5-0). <br />D. Escrow Reduction for Hamlet on Sunfish Lake <br />In his memo dated November 25, 1997, Tom Prew reported the developer has completed grading, and <br />street work through the bituminous base court. Prew recommended reducing the letter of credit for the <br />Hamlet on Sunfish Lake to $269,375.00. <br />M/S/P DeLapp/Hunt — to approve the escrow reduction for Hamlet on Sunfish Lake to $269,375 based on <br />the City Engineer's recommendation. (Motion passed 5-0). <br />6. CITY ENGINEER'S REPORT: <br />A. Resolution adopting MSA Streets <br />In his memo dated November 26, 1997, Tom Prow reported the City has completed its annual Certificate of <br />Mileage. This year the City added 4.74-miles of new streets. With this additional mileage, we are now <br />able to designate 2.12-miles of streets as State -Aid routes. Prew recommended designating 5"' Street North <br />(non-existent route through the United Properties) and 50`h Street North (route begins at CSAH 17 and runs <br />to TH 5). It is Prew's goal to have these new routes established by March so we can begin receiving <br />construction needs on them in1999. He estimates that the annual construction apportionment will be about <br />$100,000 greater with these new routes. After reading the rationale for designating 5' Street as MSA, the <br />staff concurred with the Engineer's recommendation. <br />M/S/P Hunt/DeLapp — to adopt Resolution No. 97-66, A Resolution establishing 5`h Street from CSAH 13 <br />to the North Frontage Road of I-94 as a State -Aid Route. (Motion passed 5-0). <br />M/S/P DeLapp/Hunt — to direct the staff to work with the State -Aid group towards designating 50" Street <br />North from CSAH 17 to TH5 as a State Aid Route. (Motion passed 5-0). <br />B. 30'h Street MSA Improvement and Discussion on Water main Replacement and Sidewalks <br />Tom Prew reported in his memo, dated November 26,1997, that he met with representatives of State -Aid to <br />discuss our 301h Street Project. At this time, they are in the rule making process and are looking at adding <br />standards for round a bouts. He discussed with them the possibility of modifying the design to remove the <br />variance. They have agreed that changing the Lisbon Avenue intersection design to a 4-way stop condition, <br />with the round -a -bout still built in the center as planned, would negate the need for a variance. Prow felt <br />this is a change the City can agree to and would recommend that we restart the 30 Street project. When <br />round -a -bouts are allowed by State -Aid, the stop signs would then be removed. <br />M/S/P Hunt/DeLapp — to authorize the City Engineer to restart the 3061 Street MSA Improvement Project. <br />(Motion passed 5-0). <br />LAKE ELMO CITY COUNCIL MINUTES DECEMBER 2, 1997 3 <br />
