Tom Prew discussed the sidewalk from Reid Park to Lake Elmo Avenue. The last direction of the Council <br />was to delete this improvement from the project. Prew recommended that a sidewalk be constructed along <br />the entire length of the road because he felt strongly that the pedestrian and vehicle use of the route should <br />be separate. <br />M/S/P Hunt/Conlin — to direct the staff to pass on to Parks, Planning, and Village Commissions, the issue <br />of a sidewalk from Reid Park to Lake Elmo Avenue versus a trail through Reid Park and come back with a <br />recommendation by the January 6" meeting. (Motion passed 5-0). <br />Tom Prow will hold an informational meeting to let the area residents know the status of the project. <br />Dan Olinger, Public Works Supervisor, requested that the water main in 30" Street be replaced. He has <br />recently had a break in this water main, and he feels rebuilding the road without replacing the water main <br />would be a mistake. The City Engineer concurred with this recommendation. He estimated the cost to <br />replace this water main at $85,000.00. There is a balance of $34,000 in the infrastructure replacement <br />fund. The remainder would need to be borrowed or transferred from other funds. <br />M/S/P Hunt/Conlin — to direct the City Engineer to begin investigation on replacement of the water main <br />and come back with a plan of what will be replaced, where would the money come from, and report back. <br />(Motion passed 5-0). <br />C. Engineering Standards <br />Tom Prew reviewed the revised bituminous curb suggested by Councilman DeLapp and Dan Olinger. <br />Public Works Supervisor, Dan Olinger, recommended that the decision on curbs be tabled until the spring <br />when he can show the City Council the amount of repairs needed on bituminous curbs each year. <br />In his letter dated November 25, 1997, Prow did not agree with Tim Freeman when he states that having <br />concrete curb and gutter will negatively affect the design of Open Space developments. He did agree that <br />the lots might become placed in a more compacted arrangement, thus preserving more open space. Prew <br />considered this to be a positive effect. The Engineering Standards may be adopted as an Appendix to the <br />code, without changing any other sections of the code. <br />M/S/P Hunt/DeLapp — to call a workshop with the Public Works Supervisor and City Engineer in late <br />March or April of 1998 to discuss the requirement of concrete curb and gutter for all City streets, at which <br />time the City Council, Public Works Supervisor, and City Engineer will tour the City to inspect winter <br />damage to existing curbs and gutters. (Motion passed 5-0). <br />D. Memo from Oak Park Heights to discuss No -Build Option <br />Mayor John received a memo from the City of Oak Park Heights asking Lake Elmo to enter into a Joint <br />Resolution with Oak Park Heights, Baytown Township for a No -Build option for the Manning Corridor, <br />M/S/P Hunt/DeLapp — to direct the staff to review the Joint Resolution for a No -build option for the <br />Manning Corridor and work with Baytown, Oak Park Heights and bring back to Council at the next <br />meeting. (Motion passed 5-0). <br />Administrator Kueffner reported that Baytown has gone on record opposing the Manning Corridor. <br />7. MAINTENANCE/PARKS/FIRE: None <br />8. PLANNING, LAND USE AND ZONING: <br />A Preliminary Plat: Parkview Ridge — Applicants: Lyman Development/Harvey Brockman <br />Planner Terwedo presented a preliminary plat and plan for the development of a 32 single family <br />residential use subdivision and preservation of approximately 36 acres. The applicant is proposing a 50-ft. <br />right-of-way. A 24 ft, paved rural street section is proposed.
