Commission recommended that the 24.9-acre park be dedicated as part of the development. The ball field <br />area as shown on the plan will be the Neighborhood Park. The rest of the area will be natural open space <br />area. They recommended that the entrance road on the south side be widened in order to accommodate <br />parking and would like to see straight -in parking. Staff recommends parallel parking along the street. The <br />Planning Commission recommended approval as conditioned. <br />M/S/P Hunt/DeLapp —to delete #3 condition: A detailed analysis of existing trees on the west side of the <br />property shall be submitted to the City prior to final plat approval with a plan indicating which trees will be <br />retained as part of the final landscape plan because no trees will be removed. (Motion passed 5-0). <br />Councilors Hunt and Conlin suggested increasing the width of the street in the north end of the park to 26' <br />and taper the road as it proceeds through the development as the City Planner described. Councilor <br />DeLapp did not agree with a 26' wide road. Mike Gair explained the plat shows a 12' diameter rounda- <br />bout, but he can come into agreement with a figure between 12' and 80' diameter. <br />M/S/P Hunt/Conlin — to delete Conditions 48 and #10 and add condition that the City Planner, Engineer <br />work with developer to determine road plan to allow parking on north side of park and capture spirit of <br />debate. (Motion passed 5-0). <br />M/S/P Hunt/DeLapp - to approve Case No. SUB/97-66 the preliminary Plat and Plan for Parkview Ridge as <br />conditioned in the City Planner's review of December 2, 1997. (Motion passed 5-0). <br />C. Met Council Representative to talk to Council and Commissions on Regional Blueprint as it <br />relates to Lake Elmo <br />Planner Terwedo reported that a representative of the Met. Council would like to meet with the Council to <br />discuss the Regional Blueprint and the Cottage Grove Interceptor. <br />M/S/P Hunt/DeLapp — to direct the staff to set up a workshop the week of January 5" or the end of January <br />with the Met Council and Committees to discuss the Regional Blueprint. (Motion passed 5-0). <br />111 <br />A. Proposed sites for locating old school house (postpone indefinitely) <br />M/S/P Hunt/Dunn — to postpone discussion on the proposed sites for locating old school house based on <br />request of Oakdale Lake Elmo Historical Society verbally made to City Administrator. (Motion passed 5- <br />0). <br />B. Set workshop for PCS and OP Ordinances <br />M/S/P Hunt/DeLapp — to direct the City Planner to set up a workshop with the Planning, Parks, and Village <br />Commissions for December 8, 7 p.m. to discuss the PCS and OP Ordinances. (Motion passed 5-0). <br />9. CITY COUNCIL REPORTS: <br />Mayor John attended the meeting at the Soil and Water Conservation District Office regarding the <br />engineering survey of the Browns Creek Watershed District. <br />Councilor Dunn thanked the staff for putting the Council agenda on Cable. Dunn had talked to Larry <br />Whitaker, Afton City Administrator, who will send City Hall a copy of their community survey. <br />10. CITY ATTORNEY'S REPORT: <br />Attorney Filla gave a follow-up on the Municipal Board Hearing held at the Oak Park Heights City Hall. <br />Briefs have to be submitted by January 9, 1998. A decision has to be made by the latest next summer, <br />probably March or April.
