Engineer had mentioned the biggest problem is the people heading west. Therefore, Williams suggested <br />that the eastbound lane be straight and the westbound lane have curves for traffic calming. <br />Marge Williams, 3025 Lake Elmo Avenue N., objected to mixing rollerbladers and walkers because it will <br />create conflict with the walkers. Safety is not an issue. A sidewalk will create more problems and cause <br />property owners to lose their front yards. <br />Mike Mazzara, 11259 30'h Street N., suggested a 28' road which would fit better and provide safety. <br />Councilor DeLapp agreed with this suggestion of a 28' wide road with and extra 2' shoulder and gave <br />Olson Lake Trail as a parallel example. <br />John Markwell, townhome resident, runs and walks on 301h Street. It is particularly unsafe when two cars <br />meet and there is a pedestrian walking. One of the cars has to stop until the other passes by. <br />Kari Farnham, 11227 30'h Street N., is opposed to a concrete sidewalk, but felt there is a need to <br />accommodate pedestrians. <br />Donna Hezfeld applauded the efforts of the City on the proposed project. She was disappointed on the <br />round about not being installed and asked the Council not to scale anything else down, particularly the <br />proposed landscaping. <br />Acting Mayor Hunt closed the public hearing at 8:04 p.m. <br />City Engineer Prew stated he could change the design for a 28' wide road with a white shoulder stripe and <br />a double, yellow centerline and revise the cost estimate. Prew would rather see cars on the road and <br />pedestrians off the road. <br />M/S/P DeLapp/Johnston — to direct the City Engineer to explore changing the design to construct a 28-foot <br />wide street instead of a 26-foot wide street from Lake Elmo Avenue to Lisbon Avenue and revise the cost <br />estimate. (Motion passed 3-0). <br />Because only three Council members were present at this meeting, the public hearing was tabled so <br />discussion could continue when the full Council met again. A decision on the sidewalk will be made at that <br />time. <br />M/S/P Johnston/DeLapp — to reopen the public hearing on the 30" Street Project. (Motion passed 3-0) <br />M/S/P Johnston/DeLapp —to table the public hearing and postpone consideration on the 30'h Street <br />Reconstruction project until the March 2"a Council meeting. (Motion passed 3-0). <br />M/S/P Johnston/DeLapp — to notify the affected property owners on 30" Street of the March 2"d meeting. <br />(Motion passed 3-0). <br />7. PARKS/MAINTENANCE/FIRE DEPARTMENT: <br />A. Mower for Parks Department <br />When the Maintenance Advisory Committee was reviewing the purchase of the Parks Department's 72" <br />tractor/mower, it was recommended to evaluate the trade option when the warranty expired. The evaluation <br />and pricing shows that the Kabota mower can be traded in for a new unit, with a 2-year warranty for $2500. <br />The low quote of three vendors was form Polfus Implements. The Parks Supervisor recommended trading - <br />in the Kabota mower because of the high maintenance and heavy use of the City's mowers. By trading in <br />the unit now, the City receives a trade-in price of $20.00 less than what the City paid for two years ago. <br />M/S/P DeLapp/Johnston — to approve the trade-in of the City's 1995 Kabota tractor/mower towards the <br />purchase of a new 1997 Kabota mower at a cost of $2500.00 based on a favorable recommendation from <br />the MAC and Parks Commission.
