G. Update on Human Rights Commission <br />Councilor Hunt attended a meeting of a group of residents interested in forming a core for the Human <br />Rights Commission. At the next Council meeting, h@ will have a confirmation list of residents that are <br />interested in being appointed to the Human Rights Commission. <br />5. CONSENT AGENDA: <br />A. Charitable Gambling License: Lake Elmo Lions Club at Lake Elmo Inn <br />The Lake Elmo Lions Club has requested the State of Minnesota issue a one -day (April 13, 1998) Off -Site <br />Gambling License. The Lions Club wishes to sell raffles at the Lake Elmo Inn, located at 3442 Lake Elmo <br />Avenue. <br />M/S/P Hunt/DeLapp - to adopt Resolution No. 98-6, A Resolution approving the issuance of a charitable <br />gambling license by the State of Minnesota to the Lake Elmo Lions Club. (Motion passed 4-0). <br />B. Ski Trail Grooming Contract for Sunfish Lake Park <br />This is an annual grooming contract with Washington County for Sunfish Park, paid for with grant funds <br />from the DNR. Attorney Filla has reviewed the contract and did not have any concerns. <br />M/S/P Hum/DeLapp - to approve the 1998 Ski Grooming Contract with Washington County, and to direct <br />the Mayor and City Administrator to sign said agreement. (Motion passed 4-0). <br />C. Update on Equipment for Maintenance Department <br />Councilor Hunt reported the Maintenance Dept. needed a rebuilt engine for the loader at a cost of $6,000 <br />The staff and MAC had been notified, and the $6,000 charge will be on the March clams list. <br />6. CITY ENGINEER'S REPORT: <br />A. Hammes Final Plan Approval <br />In his letter dated January 28,1998, Tom Prew reported he reviewed the plans for Hammes Sand & Gravel, <br />Inc., with the latest revision of January 7, 1998, in accordance with the agreement dated June 19, 1997. <br />Prow recommended approval of these plans. <br />M/S/P DeLapp/Dunn — to approve the Site, Topography, Landscaping, Mining, Drainage, Reclamation, and <br />Erosion Control Plans all signed August 14, 1997, and last reviewed January 7, 1998 as part of our <br />agreement with Hammes Sand and Gravel. (Motion passed 4-0). <br />M/S/P DeLapp/Dunn - to authorize the City Engineer to continue site inspections, in accordance with the <br />Agreement, to monitor their progress. (Motion passed 4-0). <br />B. Resolution Receiving Feasibility Report for the improvement of 30d' Street, Schedule public <br />hearing <br />C. Recommendation from Parks, Planning, and Village Commission on sidewalks for this project. <br />At the January 6, 1998 meeting, the Council directed the City Engineer to prepare a feasibility report for <br />300' Street Reconstruction Project and call a public hearing for the February 17, 1998 Council meeting. The <br />Council postponed consideration of the sidewalks until the Parks, Planning and Village Commission can <br />report back with a recommendation on the sidewalk issue at the February 3`d meeting. <br />At its March 17, 1997 meeting, the Parks Commission recommended removal of the proposed sidewalk <br />plan along 30a' Street because it is not necessary to the City park trail system.
