The Planning Commission, at its June 28 meeting, adopted a recommendation that the City request a <br />second extension of the Metropolitan Council to December 31, 1999 —the same date as the City's initial <br />request. <br />M/S/P Dunn/Armstrong —to adopt Resolution No. 99-39, A Resolution requesting the Metropolitan <br />Council to extend the submission date for the Lake Elmo Comprehensive Plan Update to December 31, <br />1999. (Motion passed 5-0). <br />C. Northeast Annexed Area — Comprehensive Plan Amendment <br />Planner Dillerud reported the Planning Commission at its June 14th meeting, reaffirmed RAD land use <br />guiding for the Northeast Annexed Area; and to recommend adopting a resolution requesting Permanent <br />Rural Regional Blueprint designation for the Northeast Annexed Area. <br />M/S/P Dunn/Armstrong — to adopt Resolution No. 99-40, A Resolution Requesting the Metropolitan <br />Council to amend the Regional Blueprint Regional Growth Strategy Area Designation for the Northeast <br />Annexed Area. (Motion passed 5-0). (Motion passed 5-0). <br />D. OP Concept Plan — Fields of St. Croix — Phase 2 <br />City Planner Dillerud reported at its June 29, 1999 meeting, the Planning Commission recommended <br />approval of this OP Concept for 54 single family detached lots; 12 units of attached housing; and a <br />CSA/Commercial area on this site of 115 gross acres. (the former Fields Phase 2 site +35 acres of the <br />former Emerson/Forliti site). The recommendation was on an 8-1 vote to "double count" open space/public <br />park; and the commercial area. This concept was reviewed in combination with the Tana Ridge concept <br />plan with regard to unit count, Preserved Open Space, Public Park Dedication and Common wastewater <br />treatment. <br />At its June 21 meeting, the Parks Commission recommended that Sections labeled `B" (southwest <br />rectangular area) and "D" (drainfield area) to be excluded form consideration as park dedication land in the <br />Tana Ridge/Fields of St. Croix Phase 2 proposed park plan. The Commission recommended the Council <br />accept 9 acres comprised of Section's A and C as part of the Park Dedication fulfillment and to accept fee <br />in lieu of land for the remaining 5.17 acres. It was the consensus of the Parks Commission, the ball field be <br />redesigned to a radius of 300 feet to accommodate a regulation size ball field and the change be reflected in <br />the Preliminary Plat, the boundary of the park is to be extended further south. <br />Council member Dunn would rather see a neighborhood park than an active park. Planner Dillerud <br />explained the Parks Commission focused on the Park Plan and this is why they made the recommendation. <br />Tom Prew suggested off-street parking should be located for the park. Bob Engstrom stated there are six <br />designated parking spaces and on -street parallel parking is available. Restricting the parking spaces will <br />make sure this will not become a regional park, but stay a local city park. Bob Engstrom said he is <br />prepared to spend the money to install the tot lot and the field. Tim Freeman explained the Parks <br />Commission had a problem with the size of the ball field. He had drawn a softball field, which is smaller <br />than a regulation baseball diamond, but expects, typically, little kids playing softball so it really is not <br />undersized at all for a softball field, <br />The Planning Commission's recommendation includes several conditions, including continue coordination <br />with the Tana Ridge OP Pan; compliance with the Park Commission recommendations, compliance with <br />the City Engineer's Memo; and further definition of the CSA/Commercial Area with the Development <br />State Plan. The Planner pointed out the CSA site is an enlargement from the concept plan. In the larger <br />context of the city and Highway 5, there is a concern that we do not do anything here of a commercial <br />nature that would in any way detract what we would do in the Old Village. Bob Engstrom indicated there <br />would be a storage building for equipment and vehicles, a farmstead market, and other buildings suitable <br />for native plants. <br />Council member Dunn would look more favorably on the plat if Lot 12, Block 3 was eliminated and there <br />would be more open space. <br />LAKE ELMO CITY COUNCIL MINUTES JULY 6, 1999 <br />
