Tim Freeman, Folz, Freeman and Dupay, representing Will Zintl on Tana Ridge, is working with Bob <br />Engstrom in coordination with the Fields of St. Croix. It was their intention to draw the two cul-de-sacs in <br />the Fields to meet the standard plate for the city engineering standards. He felt that requiring concrete curbs <br />in the OP development are not appropriate. If these subdivisions had sanitary sewer as referred to in the <br />subdivision code, rather than sharing a common sewage treatment system, then concrete curb and gutter <br />should be installed. He is sensitive to the Maintenance Department's ability to maintain the streets and <br />would like to be invited to the workshop on street design standards. The Council asked that the <br />developers work with Dan Olinger to see if the he could make the radius with the City equipment. Council <br />member Siedow asked that they check with the Maintenance Dept. to see what street width works for them. <br />Armstrong wanted to make sure busses and fire trucks can make turns. <br />In his memo dated July 1, 1999, Tom Prow recommended when concept plan approval is given, the city <br />proceed with a feasibility study for a second well. Mr. Freeman asked for clarification of the feasibility <br />study. Would the study get into technical issues such as sufficient capacity or pressure, or get into the <br />monetary issues. Mr. Dillerud answered this would be a technical feasibility of the project; such as, can we <br />get water, volume, pressure, what additional trunk facilities is necessary and then deal with the costs of the <br />City. <br />M/S/P DeLapp/Dunn - to adopt Resolution No. 99-41, A Resolution Approving the Concept Plan for the <br />Fields of St. Croix —Phase 2, as amended. ADD Condition #12. Lot 12, Block 3 will be relocated or <br />eliminated because of existing development. (Motion passed 4-I:Armstrong: The lots are too small, make <br />larger lots and less open space, adding a hardship on Highway 5... already a problem with no right side <br />bypass lane.) <br />E. OP Concept Plan —Tana Ridge <br />Tim Freeman explained the Concept Plan for Tana Ridge has hardly changed fiom the last concept plan <br />with the exception of adding two units, but not increasing units overall. Council member Armstrong felt a <br />bonus for the Village Green and OP was ridiculous. She asked why you need a 10' setback variance oil <br />open land. Freeman responded that it's not a variance, but a variation from the code requirements. The <br />10'setback allows people more flexibility with side -loaded garages, which the ordinance encourages. The <br />lots are 125' wide and up to 185' wide and all are 3/4 of an acre in Tana Ridge. <br />Based on Council input, Freeman explained, the road has been moved and they will provide screening and <br />plantings along property line, particularly where there is an opening. Council member DeLapp stated on <br />the landscape plan shows all the trees outside of the right-of-way rather than creating a crown over the <br />road. When you get to the west property line, the long stretch of the road has no trees inside of the r-o-w. <br />He brought this up because in Parkview Estates the trees were planted on the property line that should have <br />been in the roadway. Mr. Freeman responded that the landscape plan is for illustration only. A <br />professional landscape plan will be submitted with the preliminary plat. <br />M/S/P Siedow/Hunt - to adopt Resolution No. 99-42, A Resolution Approving the Concept Plan for Tana <br />Ridge, with the understanding that the preliminary plat will reflect the landscape issue. (Motion passed 3- <br />2:Dunn: too many houses on strip (ridge) should listen to the land, concern on wetlands and drainage, <br />reminded the developer there is not an outlet to Goetschel Pond or on the other side of 506' Street,. <br />Armstrong: would have voted for the plat if it came in as platted in the first place). <br />F. Site Plan — Higher Dimension Research <br />Because of the late hour, the applicants were asked if they would agree to postpone consideration of this <br />item until a special meeting can be held to discuss only these agenda items.
