<br />SUbdlvision 1. Base rate. The !978 base rate for
<br />. compntation of the SDM Charge shall be.'15.3cent.s per'square

<br />Subdivision 2. New developments. The SDM Charge
<br />for any parcel of land upon which there i~ no existing prin-
<br />cipal building, as defined under Chapter 40 of the Municipal
<br />Code, shall be the product of the base rate established in
<br />Subd~vision 1 above and the total runoff equivalent of ~he
<br />?roposed land uses establ ished in Subdivision 4 below.

<br />Subdivision 3. Other developments. The SOM Charge for
<br />any parcel of land upon which there is an existing principal
<br />building ~hall be the product of the base rate established
<br />in Subdivision 1 above and the difference between the total
<br />runoff equivalents of the existing and proposed land uses
<br />established in Subdivision 4 belm....
