Mayor Coughlin stated the Economic Development Authority would <br />specifically address these appointments. He explained that the Economic Development <br />Commission may meet prior to the Economic Development Authority, therefore, he was seeking <br />preliminary approval of his appointment to that body at this time. <br />MOTIONlSECOND: Quick/Marty. To Approve Resolution No. 5394, a Resolution Appointing <br />City Council Members and Clerk-Administrator as Representatives for City Commissions and <br />Other Organizations, as Amended, and with the Stipulation that if Council Member Stigney <br />Wishes to Change his Appointment, that Element of this Resolution Wi11 be Revisited at that <br />Time. <br />Ayes - 4 Nays - 0 Motion carried. <br />3. Selection of official newspaper, acting mayor, deputy clerk and <br />official depository for 2000 - Givonna Reed <br />Assistant to the City Administrator Reed stated Resolution No. 5398 contains the same <br />information that was approved by the Council the previous year, including the selection of the <br />Official Newspaper. She indicated staff has contacted the newspapers to determine their <br />charges, per line, which is the method they utilize to bill the City. She explained that the Focus <br />charges approximately .45 per line, approximately 40 characters in length, and the Bulletin <br />charges approximately.42 per line. She indicated the St. Paul Pioneer Press computes their fees <br />in a different manner, however, staff estimates the cost to be approximately 3.15 per line, which <br />is approximately 20 characters in length. <br />Mayor Coughlin pointed out that it was only on rare occasions that the City utilizes the St. Paul <br />Pioneer Press. He stated the Focus newspaper appears to be more widely read by the residents of <br />• Mounds View, and as the goal is to distribute as much information as possible, they should <br />continue to utilize the Focus as the City's primary Official Newspaper. <br />
