SPECIAL ORDER OF BUISNESS <br />A. Mayor to Read Proclamation for National Public Works Week <br />Mayor Marty read a Proclamation for National Public Works Week. <br />B. Recognition of Property Managers Spectrum Property Management and <br />Cedar Management Inc., for Achieving Certification Status in the Mounds <br />View Property Maintenance and Crime Prevention Program <br />Mayor Marty read the Resolution recognizing Cedar Management Inc. <br />Mayor Marty noted that Spectrum was also recognized for its efforts. <br />7. COUNCIL BUSINESS <br />A. Public Hearing, Consideration of Resolution 7068, Approving an On-Sale <br />Intoxicating Liquor License for Totino's Italian Kitchen to be Located at <br />2535 County Highway 10 <br />• Mayor Marty opened the public hearing. <br />Assistant to the Administrator Crane provided information on the liquor license request noting all <br />required checks were performed by Staff. <br />Rob Busch of 5604 West Bavarian Pass of Fridley said that he is a concerned citizen and belongs <br />to Messiah Lutheran Church and he opposes the liquor license for Totino's. He then said that <br />there are enough drunks on the roads killing people. There are 11 bars in the Spring Lake Park, <br />Mounds View, New Brighton, Fridley area. <br />Richard Janhke addressed Council and asked for consideration of approval as they continue to <br />improve Mounds View Square. <br />Mayor Marty said that the City and Council have been looking at the property for a number of <br />years for improvements and the City appreciates the efforts to improve the site. <br />Steve Elwell, owner of Totino's Kitchen, addressed the Council and asked for approval of the <br />liquor license. He then provided background history on his family business. <br />Council Member Mueller asked if this location is large enough for the restaurant. <br />• Mr. Elwell indicated that it will seat about 90 to 96 people and will be adequately sized. <br />
