Motion carried unanimously. <br />The following licenses were presented to the council by Clerk Smith for approval: <br />Pierson— Wilcox Electric Company new electrical contracting license, Wally Malenke, <br />new well drilling contracting license, Ed Ring Well Company new well drilling <br />contracting license. <br />Motion by Gibson, seconded by Hodges to approve the above licenses. Motion <br />carried unanimously. <br />Clerk Smith presented a letter to the council from the Land Commissioner, County <br />of Ramsey, listing parcels of land in Mounds View which had been forfeited for non <br />payment of taxes. Letter given to Attorney Payers for investigation and report. <br />Clerk Smith presented a letter from Minnesota Conservation Department, Division <br />of Waters, stating the laws appropriating waters in the state either from surface or <br />underground facilities. Letter given to Attorney Meyers, Fiscal Agent, and Engineer <br />for investigation and report. <br />The attorney was instructed to inquire into the legal status of Irondale Road <br />north of Woodale Drive and return a report at the next meeting. A large hole in <br />Irondale Road to be repaired as requested by citizens in that area. <br />A petition was presented to the council by Mrs. Peterson, of the Recreation <br />0-ommittee, requesting placement of two street lights, one located on Knoll Drive at <br />the corner of Hillview and Knoll Drive and the other located at a place on Knoll <br />Drive to be considered advantagous to all residents from one corner of the street to <br />the other; petition also requested two street signs. Motion by Smith, seconded by <br />Christensen to approve the petition for the street lights and to replace the street <br />signs which had been previously placed and have since deteriorated to a point <br />requiring replacement or repair. Motion carried unanimously. <br />Mr. James Kinne, a representative of the North Suburban Hospital Association, <br />appreared before the council requesting the council to pass the resolution to join <br />the Hospital Association. No resolution was on hand to be read at the present time. <br />Motion by Gibson, seconded by Malvin to approve the hospital resolution and join the <br />hospital district, subject to the reading of the resolution at the next council meeting, <br />November 17, 1959. Hodges, Malvin, Gibson, aye; Smith, and Christensen, no. Mayor <br />Gibson then declared the motion as passed. Attorney Meyers pointed out that the motion <br />would not pass unless approved by four members of the council. Smith stated that had <br />he realized that the law required four approval votes he would have voted aye on the <br />question as he felt it desirous to have the hospital but that his voting no on the <br />estion predicated by the fact that he felt the people of Mounds View should be the <br />nal judge by an election determining whether the village join the hospital association <br />or not. The attorney then stated that the Robert:. rules of order under which the <br />village council governed their meetings could be waived in order to again vote on the <br />question. Mayor Gibson thereupon moved that the Roberts rules of order be waived, <br />motion seconded by Malvin and upon the roll call Smith, Malvin, Gibson, Hodges voted <br />aye; Christensen voted no. Again the motion was m. ^de by Gibson, seconded by Malvin <br />that the Villo'e of Mounds View enter into the North Suburban Hospital District <br />effective November 3rd, 1959 with the resolution to be presented at the next council <br />meeting, November 17th for approval at that time. Hodges, Smith, Malvin, Gibson, aye; <br />Christensen, no. Upon the voting of the question someone produced a copy of the <br />hospital resolution which was read at that time and the previous motion stood approved. <br />
