Proceedings of the Village Council <br />Respectfully submitted, <br />11/3/59 PagUi 23 <br />As a temporary measure, lot grading should not obstruct the natural <br />drainage until such time as Village storm sewer is constructed, where <br />needed, to provide for the ultimate collection and disposal of surface <br />water. <br />Soil Bering data in accordance with the Village Sub division Regulations <br />has not been submitted to our firm, consequently, no comment can be made <br />concerning soil conditions. <br />COMSTOCK DAVIS, INC. <br />By /s/ E.V. Comstock— Enbin.eer <br />Mr. George Gustafson appeared before the council requesting approval of Lot 69 <br />Auditor's Sub division #89 Ramsey County under sub lots numbered from 1 to 10 inclusive. <br />After reviewing the plan as presented by Mr. Gustafson motion by Gibson, seconded by <br />Malvin that the village obtain 33' right —of —ways on Groveland Road and 30' right —of— <br />way on Fairchild and that the center line on the plat be moved so that there is an <br />equal lot depth on Groveland and on Fairchild and that the village be granted a 5' <br />utility easement on each side of the center line of the lot; that for the present <br />the council waive the construction of Fairchild Avenue and that sub lots 1,2,3,4, <br />and 5 be red tagged until such time as there is access to Fairchild Avenue; that <br />ie plat be known as Gustafson's First Addition; and that the road right —of —way, <br />Section of the Village Sub division Regulations, Section 112.1 -2 be waived at the <br />present time as is in connection with Fairchild Avenue. Motion carried unanimously. <br />Mr. Piehowski, Building Inspector, appeared before the council with building <br />applications for Mr. Groberg for buildingon Bronson Drive between Quincy and Adams <br />Streets. It was noted by the council that the placement of houses in thet section <br />may constitute a drainage problem and requires investigation by the Village Enginner. <br />Motion by Gibson, seconded by Christensen that said building permits be held up <br />pending a report of the Village Engineer concerning this drainage situation. Motion <br />carried unanimously. <br />Motion by Gibson, seconded by Hodges to appoint the following judges for the <br />December 8th election. Isabelle Wille, Phyllis Robertus, Grace Aleckson and Iva <br />Petron for Precinct No. 1; Alice Frits, Phyllis Blanchard, Lila Huaberg for Precinct <br />No. 2; and Ada Sopkowviak, Kay McDonough, Alice Jensen, Charlotte Jackson for <br />Precinct No. 3. Clerk to meet with the judges and arrange the working hours and <br />schedule, etc. Motion carried unanimously. <br />Motion by Smith, seconded by Christensen to set the hourly pay for the judges <br />at $1.50 and the hourly pay for the clerks at $1.25. Motion carried unanimously. <br />Motion by Gibson, seconded by Malvin that Resolution #26 passed at the previous <br />council meeting regarding a water program be rescinded in part and the following <br />corrections made thereto; The title changed to read RESOLUTION DETERMING THE <br />NECESSITY AND EXPEDIENCY OF THE CONSTRUCTION .1ND OPERATION OF A WATERWORKS UTILITY; <br />AND CALLING AN ELECTION THEREON. (1) That it is hereby found, determined and declared <br />that it is necessary and expeailnt for the Village to construct, own and operate a <br />waterworks plant as a public utility. The first part of (2) corrected to read, That <br />a special election is hereby called to he held in and for the Village of Mounds View <br />on the prepo it ien of whether the Village should establish and construct a waterworks <br />system for the Village. Under NOTICE OF SPECIAL ELECTION corrected to read "Shall <br />the Village of Mourls View construct. own and oper4ts a waterworks plant as a public <br />
