Mounds View City Council May 10, 1982 Regular Meeting Page Three Motion /Second: Hodges /Blanchard to approve adoption of Resolution No. 1436 establishing a Development District and adopting a Finance Plan and waive the reading. 4 ayes 0 nays Motion /Second: Forslund /Hodges to adopt Resolution No. 1437 and waive the reading. 4 ayes Mr. Winter explained one of the next steps would be to work on the development agreement, of which a first draft was available. He added they will also get a letter of credit or performance bond for the City. He introduced Ms. Barb Portwood who was working on the development agreement. Ms. Portwood stated she would be discussing the agreement with Attorney Meyers. Councilmember Forslund read portions of a letter received from the Rice Creek Watershed District, dated April 28, 1982, regarding their review and comments of the Mounds View wetlands inventory and commending the job done. She asked that the letter be included in the minutes. Councilmember Forslund asked the status of the TKDA VI Study. Clerk /Administrator Pauley replied he had spoken with them two weeks agu and they were waiting for the wet weather, and anticipated the meters would be in place until sometime in June. Councilmember Blanchard reported the Ramsey County League is holding a meeting on the State watershed district regulations on Wednesday evening, which she would try to attend. She also reported that Blaine was holding a meeting on a hazardous waste site at the Blaine City Hall at 7:30 PM on May 12, which she felt was important to also attend.
