Mounds View City Council May 10, 1982 <br />Regular Meeting Page Three <br />Motion /Second: Hodges /Blanchard to approve <br />adoption of Resolution No. 1436 establishing a <br />Development District and adopting a Finance Plan and <br />waive the reading. <br />4 ayes 0 nays <br />Motion /Second: Forslund /Hodges to adopt <br />Resolution No. 1437 and waive the reading. <br />4 ayes <br />Mr. Winter explained one of the next steps would <br />be to work on the development agreement, of <br />which a first draft was available. He added <br />they will also get a letter of credit or <br />performance bond for the City. He introduced <br />Ms. Barb Portwood who was working on the <br />development agreement. <br />Ms. Portwood stated she would be discussing the <br />agreement with Attorney Meyers. <br />Councilmember Forslund read portions of a <br />letter received from the Rice Creek Watershed <br />District, dated April 28, 1982, regarding <br />their review and comments of the Mounds View <br />wetlands inventory and commending the job done. <br />She asked that the letter be included in the <br />minutes. <br />Councilmember Forslund asked the status of <br />the TKDA VI Study. Clerk /Administrator <br />Pauley replied he had spoken with them two <br />weeks agu and they were waiting for the wet <br />weather, and anticipated the meters would <br />be in place until sometime in June. <br />Councilmember Blanchard reported the Ramsey <br />County League is holding a meeting on the State <br />watershed district regulations on Wednesday evening, <br />which she would try to attend. She also reported <br />that Blaine was holding a meeting on a <br />hazardous waste site at the Blaine City Hall <br />at 7:30 PM on May 12, which she felt was <br />important to also attend. <br />Motion Carried <br />0 nays Motion Carried <br />Attorney Meyers had no report. 11. Report of <br />Attorney <br />Councilmember Forslund stated she had received 12. Reports of <br />a complaint regarding youths riding mini bikes Councilmembers <br />and asked the Police Department to patrol the <br />area known as the Byum property. <br />
