Mounds View City Council June 28, 1982 <br />Regular Meeting Page Three <br />8060 Groveland Road, who had created a nuisance by <br />having a live band a beer busts in his yard, and <br />John Wells, a neighbor whose flowers attract bees, <br />which go into Mr. Johnson's yard. <br />Mayor McCarty closed the regular meeting and opened <br />the first public hearing at 8:00 PM. <br />Jim Bremmer, 2765 LaPort Drive, explained he had 5A. Fairchild Avenue <br />initiated the proposal for the vacation of Right -of =Way <br />Fairchild, and summarized the history of the area, Vacation <br />citing the problems in maintaining it and the kids <br />who play and ride their mini bikes there. <br />Sue Gale, 8227 Groveland, stated she was there also <br />to speak for Debbie Yost, her neighbor, and <br />explained that if the vacation is approved, both of <br />them would have the backs of their lots land locked, <br />and would not be able to subdivide in the future. <br />Mayor McCarty closed the public hearing and reopened <br />the regular meeting at 8:12 PM. <br />There was considerable discussion regarding both <br />positions. Mayor McCarty explained that when the <br />Gale addition was approved, it was felt then that <br />a cul -de -sac could one day be put in to service <br />the two lots in question. He added he was <br />reluctant to land -lock the property. Attorney <br />Meyers also reviewed the history of the property. <br />Motion /Second: McCarty /Doty to direct Staff to <br />prepare the necessary work for action by the <br />Council to resolve the Fairchild easement, in <br />particular the north portion easterly of the <br />Gale addition, with preservation of the westerly <br />portion behind 8205 Groveland Road, per the plat <br />attached to the 6/24/82 memo from Staff. <br />5 ayes 0 nays <br />Mayor McCarty closed the regular meeting and opened <br />the second public hearing at 8:32 PM. <br />Finance Director Brager made a presentation, <br />explaining the process the City is going through <br />with federal revenue sharing. <br />Mayor McCarty closed the public hearing and reopened <br />the regular meeting at 8:34 PM. <br />Mayor McCarty closed the regular meeting and opened <br />the third public hearing at 8:34 PM. <br />Motion Carried <br />5B. 1983 Federal <br />Revenue Sharing <br />Proposed Use Hearing; <br />
