She also pointed out tiere was no additional off street <br />parking provided for, and it was the Planning Commissions <br />feeling that it would present a problem. <br />Motion /Second: McCarty /Doty that the City Council deny the <br />appeal from the requirements of the variance granted by the Planning <br />Commission and authorize preparation of the development <br />agreement, requiring 40 parking spaces, with 26 to be <br />constructed now, and an additional 14 spaces by August <br />1, 1984, unless prior to that date the Council receives <br />a recommendation from the Planning Commission, allowing <br />for less than 14 additional spaces. <br />5 ayes 0 nays <br />Park Director Anderson reported that to date, 125 8. 2nd Quarter 1982 <br />dieseased trees have been removed, compared to 200 Department Head <br />at this time last year, with 932 trees being planted. Reports <br />He reported Phase I of Silver View Park has been <br />completed, with four contracts to be closed out yet. <br />He reported the pond is completely opened now and <br />getting a good water flow. He also reported the <br />Lambert Park shelter building was completed the <br />previous week. <br />Park Director Anderson reported the City would be <br />scheduling pool time for the Edgewood Community <br />Center, with 90 hours per week. He also reported <br />the Festival in the Park had been very successful, <br />that the softball program is continuing to grow, <br />that the youth volunteer program has supplied <br />ai;proximately 60 part timers, that the joint powers <br />agreement with New Brighton for the puppet wagon <br />has been very successful, as well as the summer <br />playground program for the City. <br />Mayor McCarty asked the status of the neighborhood <br />park group. Park Director Anderson replied he has <br />spoken with them and they will be having a meeting <br />at Groveland Park on August 11. He added he has <br />told them very firmly that anything they decide <br />will still have to go through the Park and Rec <br />Commission and City Council. <br />Patrolman Dave Brick reported the DWI's have <br />doubled from 1981, and they have added a patrol <br />car from 11 PM to 4 AM. He reported the new <br />patrolman has been working for three months and <br />seems to be working out well, that the new patrol <br />car is in and everyone seems happy with the full <br />size model and that the vacation period is almost <br />over, so they will be back with a full crew. <br />Motion Carried <br />
