Mounds View City Council August 27, 1984 <br />Page Three <br />Regular Meeting <br />Councilmember Doty stated the contingency <br />fund has approximately $180,000 in it, with <br />$600,000 available in a fund established 'by <br />the Council through defeasance, which would <br />require a 4/5 vote to move that money. He <br />stated he believes there are sufficient <br />funds without having to raise anyone's taxes <br />at all to have sufficient legal support to <br />stop the airport. He added he feels the City <br />is spinning its wheels, and they must take <br />some action and do something now to stop <br />the airport. <br />Mayor McCarty stated he felt they must look <br />at it from the perspective of what they have <br />to work with, and he reviewed sections of the <br />metropolitan airport guide. He added he <br />believes they must get into Court in a timely <br />fashion and test the 1980 law, and resolve <br />that question first. <br />Councilmember Hankner stated she does not feel <br />they should test the 1980 law yet, as they have <br />already spent $10,000 on two studies, from <br />Trans Plan, Inc. and Coffman Associates, <br />and she read from their reports where they <br />stated they do not believe the City could <br />win on the ILS lawsuit now. She added that <br />Attorney Meyers is preparing a brief right <br />now that addresses the 1980 law. <br />Councilmember Blanchard pointed out that <br />in her opinion the issue is a very political <br />one, and any debate should be organized by <br />the League of Women Voters, or some other <br />similar organization. She also pointed out <br />that she felt the lawsuit will be very <br />expensive, and if all the money that was <br />defeased is used for the airport, the tax- <br />payers will be hit with a tax increase as <br />the City must go on, and there are other <br />areas that are going to require money. She <br />added that she feels Mr. Pietrini's resolu- <br />tion is premature. <br />Mayor McCarty stated he feels Mr. Merritt is <br />out the door, as far as the Council is <br />concerned. He added he does not feel taxes <br />would be increased, as there is sufficient <br />money available. He added that the <br />issue is a very political one. <br />
