Mounds View City Council November 13, 1984 <br />Regular Meeting Page Three <br />kAttorney Meyers expressed concern with a request for <br />a passive rate increase and stated again that a <br />hearing would be required. <br />Clerk /Administrator Pauley stated that a meeting is <br />scheduled for November 16 to try and resolve some <br />of the questions and problems. <br />Mr. Shuster reviewed the services proposed to be <br />offered, and the charges for them. <br />Motion /Second: Linke /Doty to approve the marketing <br />request from Group W Cable. <br />5 ayes 0 nays <br />Mr. Shuster introduced Tom Sherard, the new district <br />manager for Group W Cable. <br />Richard Nordland, representing Kinder Care, reviewed 9. Kinder Care <br />their request for an industrial development revenue Learning Center <br />bond. IRB Proposal <br />Councilmember Hankner expressed concern about why <br />the City was not notified of Kinder Care's intent <br />to use an IRB. <br />Mr. Nordland responded that two people were working <br />on the project for Kinder Care, and their efforts <br />were not coordinated. He also stated the federal <br />government did not make the tax law changes until <br />just recently. <br />There was discussion among the Council of how to <br />proceed, and whether other development requests for <br />an IRB had been turned down for not applying at the <br />proper time, and whether this developer had been <br />properly notified by Staff of the procedure to <br />follow. <br />Clerk /Administrator Pauley reviewed the process for <br />applying for an IRB and reviewed Finance Director <br />Brager's memo of September 19, outlining the <br />guidelines for issuance of tax exempt industrial <br />development bonds. <br />Mayor McCarty asked whether the letter of September <br />10, 1984 from Mr. Nordlund, regarding costs that <br />are mutually agreed upon in advance, could be used <br />to the City'- disadvantage. <br />Motion Carried <br />
