'Mounds View City Council <br />Regular Meeting <br />g otion /Second: Quick /Blanchard to have the first <br />wading of Ordinance No. 404, an ordinance amending <br />Chapter 4, Section 4.02 of the Home Rule Charter <br />of the City of Mounds View, and waive the reading. <br />ayes 0 nays <br />Mayor Linke closed the regular meeting and opened <br />the informational meeting on the 1986 MSA street <br />program. <br />Director Thatcher reviewed what is planned to be <br />done with the 1986 MSA street program, and presented <br />an overhead, showing the areas of the work. He also <br />introduced Brian Hoffman, the Engineering <br />Technician who has been working on the organization <br />of the project. <br />Mrs. Bailey, 2249 County Road H2, asked how much <br />land would be taken from her. <br />Director Thatcher explained that all work would be <br />done within the existing right -of -ways, and they <br />will not be taking any private property. He added <br />`hat construction is planned for this summer but a <br />afinite starting date has not been determined yet. <br />Chuck Miller, 5287 Raymond, expressed concern with <br />where the water from the ditch in front of his <br />property would go. <br />Director Thatcher explained they will be sub cutting, <br />and the road will be low enough for the water to flow <br />into the street, and the curb and gutter will act as <br />a channel for the run -off. <br />Mr. Miller asked if County Road H2 is being upgraded <br />foi the industrial park. <br />Mayor Linke replied that it is not, and that the only <br />exit the industrial park will have onto County Road <br />H2 will be an emergency one. <br />Mayor Linke closed the informational meeting and <br />reopened the regular meeting at 7:45 PM. <br />The Council recognized Duane McCarty, the newly <br />elected Ramsey County Commissioner. <br />Motion <br />Carried <br />6.
