Mounds View City Council <br />Regular Meeting <br />4ayor Linke closed the regular meeting and opened the <br />'public hearing at 7 :05 PM. <br />Councilmember Quick advised that he and his wife have <br />put earnest money down on a lot in this proposed <br />development. <br />Robert Smith, the attorney for the applicant, reviewed <br />their proposal to develop this area into 9 lots. He <br />stated they are requesting the park dedication fee be <br />waived, as they will be donating a. portion of land to <br />the City. He added they have purchase agreements on <br />8 of the 9 lots, and they would like to move as <br />quickly as possible. <br />Director Thatcher reported the Planning Commission <br />has reviewed the proposal for the wetland redelinea- <br />tion and they have recommended it be approved, as the <br />actual wetland is smaller than what is shown on the <br />wetland map. They also recommend approval of the <br />wetland alteration permit, as the area is presently <br />1.1 acres in size, and they would be filling <br />approximately .04 acres. Director Thatcher also <br />advised that Staff recommends they be given credit <br />for the park dedication fee which is allowable <br />oy code. <br />Mayor Linke stated he would like the Park Board to <br />review this request, and he noted they would be <br />meeting soon. <br />Councilmember Haake stated she also would like the <br />Park Board to review the request. <br />Mayor Linke closed the public hearing and reopened <br />the regular meeting at 7:17 PM. <br />Clerk /Administrator Pauley asked that the insurance <br />renewals be reviewed at this time, as they had <br />inadvertently been left off the agenda. <br />Finance Director Brager reported the City is facing <br />a 62.5% increase in insurance premiums over the <br />past year, but they had budgeted a large increase <br />in anticipation of this, so they will actually be <br />only $450 over budget. <br />Brian Colway, of Corporate Risk Managers, Inc. <br />reviewed the proposals received and the process <br />that was followed in soliciting bids for the City's <br />'insurance coverage. He advised the Council to <br />secure additional public official coverage, and <br />reviewed the payment options that were available <br />on the proposals received. <br />April 28, <br />Page Two <br />7.
