Mounds View City Council July 14, 1986 <br />Regular Meeting Page Four <br />'kirector Thatcher reviewed his memo of June 11 to <br />ie Council regarding the costs and options available <br />.n the Gale /Yost property. <br />Motion /Second: Quick Hankner to approve construction <br />of a bituminous pathway in the area of the Gale /Yost <br />property, a chain link fence, concrete weed barrier <br />and night activity light. <br />3 ayes 2 nays <br />Councilmembers Haake and Blanchard voted against the <br />motion. Councilmember Blanchard stated she was <br />against these improvements as the money was not in <br />the budget and she did not feel it should be taken <br />from the contingency fund, especially in light of the <br />problems that occurred in the City last week. She <br />added she would like to give the property back to the <br />owners. <br />Councilmember Haake stated she agreed with Councilmember <br />Blanchard's statements. <br />Councilmember Quick stated he had been contacted by the <br />residents of the area, who have had numerous problems <br />with youths in the area and dirt bikes and motorized <br />'chides. He stated the residents are afraid they will <br />e retaliated against if they call the Police. He added <br />he feels it is time for the City to do what they said <br />they were going to do, and take care of the problem. <br />Councilmember Hankner stated that if the City provides <br />an asphalt walkway with a fence and light, it will <br />help to protect the residents. She added that <br />presently there is no way of patroling the area. <br />Councilmember Blanchard stated her main concern was <br />where the funds would come from. <br />Clerk /Administrator Pauley explained that last year, <br />as a result of the budget crunch, the Council put a <br />freeze on many items, of which this was one. At <br />that time, $15,000 was placed into the contingency <br />account that had been budgeted for this work. <br />Mayor Linke stated he is a firm believer in the Mounds <br />View park trail system. <br />Councilmember Haake stated she feels the kids will <br />continue to do what they have always done, and this is <br />et going to solve the problem. She added there are <br />any areas in which the money could be better spent. <br />Gary Engen, 2764 LaPort Drive, stated he feels the <br />walkway will solve the problems, and he explained some <br />of the problems he has encountered to the Council. <br />9.
