-V ,ttorney Meyers explained that in the resolution of <br />ily 14, visual inspection was required of the pipe <br />ine before any hydrostatic testing was done, and <br />based on conditions, the City is now changing their <br />plan, and he asked the Council to rescind the resolu- <br />tion of July 14th, as it no longer reflects the City's <br />position, and has not been responded to by .the U. S. <br />DOT. He stated the City is now ready to demand that <br />the pipeline in Mounds View be completely removed <br />from the City. He added he feels the City has a good <br />case, and the City is asking the Ramsey County <br />Commissioners for their assistance to do whatever is <br />necessary. <br />Mounds View City Council July 28, 1986 <br />Regular Meeting Page Two <br />Motion /Second: Linke /Quick to rescind Resolution <br />No. 2028 by repeal, and direct Staff to prepare a new <br />resolution for consideration at the next Council <br />meeting, stating the City's new position, and requiring <br />removal of the pipeline. <br />5 ayes 0 nays <br />There were no residents requests or comments from <br />the floor. <br />Clerk /Administrator Pauley asked that Item EE be <br />added, Resolution No. 2057, a resolution of <br />commendation and appreciation to New Brighton <br />Police Officer Robert Jacobson. <br />Motion /Second: Quick /Hankner to approve the <br />consent agenda, as presented, and waive the reading <br />of the resolutions. <br />5 ayes 0 nays <br />Director Thatcher reviewed the activities of the <br />sewer and water department for the past quarter. <br />He also reported that building permit applications <br />have increased year to date over 1985, and presented <br />an overhead projection, showing the breakdown by <br />month. He also reported that the department secretary <br />was out ill, so he was not able present the data on <br />the fire inspections. He stated he will have a <br />report for the Council at their next meeting. <br />Mice Chief Ramacher reported all is well in the <br />`•olice Department, and the new white squad car is <br />in operation. <br />Motion Carried <br />5.
