He stated <br />this would create the district, but the City is not <br />obligated to JLN in any way. He stated he would like <br />an indication from the Council if they plan on going <br />ahead with the project, as considerable Staff time will <br />be involved. <br />Motion /Second: Quick /Hankner to approve Resolution <br />No. 2091, approving the establishment of Development <br />District #2 and the development program relating thereto <br />and establishing Tax Increment Financing District #1 and <br />approving the tax increment financing plan relating <br />thereto, and waive the reading. <br />5 ayes <br />0 nays Motion Carried <br />Director Thatcher reported JLN is in the process of pre- <br />paring an environmental assessment worksheet, which <br />they will have to the City on September 26. He asked <br />that the Council authorize someone on Staff to sign the <br />worksheet and certify the information provided is <br />accurate, which is required in order for them to send <br />the worksheet on to the State agencies. He added he has <br />received a draft and they are coming along well on it. <br />tion /Second: Haake /Linke to authorize Steve Thatcher <br />sign all documents for JLN Development, should he <br />uetermine they are true and accurate. <br />5 ayes <br />0 nays Motion Carried <br />Director Thatcher reported the concept plan will be <br />reviewed by the Planning Commission at their October 1 <br />meeting, and should they approve it, which seems likely, <br />the Council would need to set a public hearing on the <br />development concept plan. He explained it would be the <br />first public hearing that is required for this develop- <br />ment under the PUD process. <br />Motion /Second: Hankner /Haake to set a public hearing <br />for October 13, 1986 at 7:15 PM, for the concept plan <br />of JLN Development, contingent upon approval of that <br />plan by the Planning Commission. <br />5 ayes <br />0 nays Motion Carried <br />Councilmember Hankner stated a major concern expressed <br />at the informational meeting the Planning Commission had <br />held on September 17 was traffic, and she suggested <br />Insidering placing more stop signs along Quincy, if it <br />s become a problem. <br />Clerk /Administrator Pauley weft the meeting at 8:00 PM. <br />18.
