Mounds View City Council September 22, 1986 <br />Regular Meeting Page Seven <br />ector Thatcher reviewed the purpose afproposed Ordn. 19. First Reading <br />411 and 412, which would change the property owner's of Ordinance <br />responsibility for water and sewer services from the property No. 411 <br />line out to the street. <br />Motion /Second: Haake /Quick to approve Ordinance No. 411, <br />as corrected, an ordinance amending Chapter 70 of the <br />Mounds View Municipal Code entitled "Municipal Water System <br />and waive the reading. <br />5 ayes 0 nays <br />Motion /Second: Haake /Quick to approve Ordinance No. 412, 20. <br />an ordinance amending Chapter 71 of the Mounds View Munici- <br />pal Code entitled Municipal Sanitary Sewer System" and <br />waive the reading. <br />5 ayes 0 nays <br />Director Thatcher presented an overhead of the area, and <br />reviewed the situation of the sanitary sewer easement <br />under the homeowners home. He stated the easement is <br />not needed and recommended it be vacated under the house, <br />but kept on the north amide of the house, as it may be <br />eded in the future. <br />There was discussion among the Council on whether to <br />vacate all the easement or retain 9' on the north side. <br />Councilmember Hankner asked what type of research Staff <br />does when issuing building permits, to alleviate this <br />type of problem. <br />Director Thatcher replied they do check for easements, <br />but that type of information is kept at the County. He <br />added they will be kept on the City's computer in the <br />future. <br />Motion /Second: Blanchard /Linke to adopt Resolution <br />No. 2092, vacating part of the sewer easement at 8106 <br />Groveland Road, and waive tie reading. <br />5 ayes 0 nays <br />Park Director Anderson reviewed the reasons for <br />proposing a sprinkling system for the grounds at <br />City Hall, and he reviewed the three bids received. <br />First Reading <br />of Ordinance <br />No. 412 <br />21.
