Mounds View City Council January 26, 1987 Regular Meeting Page Two -.:,,Motion /Second: Hankner /Blanchard to approve the consent agenda, as amended, and waive the reading of the resolutions. 5 ayes 0 nays Clerk /Administrator Pauley explained the purpose of proposed Resolution No. 2159 is to make permanent appointments for 1987 for the official newspaper and depository for the City. He stated Staff had received proposals from various newspapers and banks in the area and would recommend the bank and newspaper remain the same for the coming year. Motion /Second: Hankner /Quick to approve Resolution No. 2159, amending Resolution No. 2148 appointing the official newspaper and official depository for 1987, and waive the reading. 5 ayes 0 nays Clerk /Administrator Pauley reported that, following the direction of the Council, Staff has prepared a smoking and non smoking policy for Staff and City Hall. Motion /Second: Quick /Wuori to approve Resolution No. 2158, adopting a smoking policy, and waive the reading. 5 ayes 0 nays Motion Carried Councilmember Blanchard stated she was supportive of the concept, but questioned whether it was necessary to do in resolution form, versus making it an ad,..inistrative policy. Clerk /Administrator Pauley explained that by having it in resolution form, it will be much easier for him to enforce, whereas if it was an administrative policy, employees could choose to ignore it, and he would then have to go to the Council with the problem. Clerk /Administrator Pauley explained this is a temporary action which will be rescinded once the personnel code is amended. He explained this will establish a policy regarding accrual and use of benefits by employees who have used up all their sick leave, vacation and comp time but continue to be absent due to illness.
