Mounds View City Council April 27, 1987 <br />Regular Meeting Page Three <br />Clerk /Administrator Pauley replied he had been given <br />the opportunity but had turned it down, as he was too <br />busy with his present job to spend any more time at <br />Mounds View City Hall. <br />Councilmember Quick asked if this would have any <br />affect on the comparable worth study. Clerk /Administra- <br />tor Pauley replied this is a benchmark position, and he <br />feels it is very close. <br />Councilmember Blanchard asked if there would be a job <br />description ready before he is to start on May 11. <br />Clerk /Administrator Pauley replied he will try his best <br />to do it, but he is very busy working on the County <br />Road I project and meeting with the residents involved <br />in that. He added he did give Mr. Tobias complete <br />information on what to expect with this job. <br />Councilmember Hankner stated the Council has riven <br />Mr. Pauley an indication of what the Council expects, <br />and she would like to see the job criteria and how it <br />is met, before any increases in salary are given. <br />Motion /Second: Quick /Wuori to approve the hiring of <br />James T. Tobias as building official commencing on <br />May 11, 1987 at a salary of $27,000 per year to be <br />increased by $1,000 after the third month of the <br />probationary period and $2,000 after the sixth month <br />of the probationary period, with the increases to be <br />contingent upon job performance criteria and an <br />evaluation against that criteria. <br />5 ayes 0 nays <br />Clerk /Administrator Pauley reviewed the memo of <br />April 27, 1987 from Public Works Foreman Rose <br />regarding architectural /engineering service for <br />public works addition project No. 87 -3. He stated <br />the City is not required under law to award <br />professional services contracts to the low bidder, <br />and he stated he feels the City would be best served <br />in awarding the project to the second lowest bidder, <br />Short Elliott- Hendrickson. He explained their bid <br />was $1,900 higher than the lowest bid, but due to <br />having used them before, and their familiarity with <br />the City, and considering Staff shortages and so <br />forth, they feel SEH can accomplish the job with <br />little Staff guidance, and they feel SEH would be <br />capable of saving the City at least the $1,900. <br />Motion Carried <br />9.
