Mounds View City Council May 26, 1987 <br />Regular Meeting Page Three <br />Mr. Filippi stated that MnDOT has approved the plan <br />and issued the necessary permits, and the traffic <br />engineers did not find any problems when they <br />reviewed the plan. He added there is plenty of <br />stacking room and a good sight line out onto <br />Highway 10. <br />Mayor Linke stated they already have a stacking problem <br />on Silver Lake Road and he is concerned that this will <br />add to it, and he would prefer to see a sign or median <br />prohibiting a left turn out onto Silver Lake Road. <br />Mr. Filippi explained the site was designed for the <br />flow of traffic, and they did look at a right turn in, <br />right turn out only and determined that it wasn't <br />necessary. He added they estimate approximately 50 <br />cars per hour on the site, and the majority of those <br />will be going back onto Highway 10, and they do not <br />anticipate a problem with those turning left onto <br />Silver Lake Road. <br />Councilmember Blanchard asked if the Council approves <br />the conditional use permit and then stacking becomes <br />a problem, if the City would have any recourse. <br />Attorney Meyers replied they could put a time limit <br />on the conditional use permit, with a reviewal <br />scheduled for one year, and the recourse would be <br />to not renew the conditional use permit. He added <br />that if stacking is a concern, they should address <br />it more thoroughly in the permit at this time. <br />George Winiecki, 2732 Highway 10, stated he is located <br />across Silver Lake Road from the proposed development <br />and he already has a problem with people cutting <br />through his parking lot at high speeds, if they have <br />missed their turn. He also asked what the zoning of <br />the property is. <br />Mayor Linke repled it is zoned B3, which is proper <br />for this proposal. <br />Mr. Winiecki asked if the property could be pulled <br />from the tax increment financing district. Mayor Linke <br />replied it could not. <br />Mayor Linke closed the public hearing and reopened <br />the regular meeting at 7:28 PM. <br />Councilmember Hankner pointed out the proposed gas <br />station is across the highway from a day care center, <br />'which she never felt should have been placed there, <br />and she is now opposed to placing a gas station at <br />this site, as there is the potential of another gas <br />explosion, and she feels the Super America station <br />7.
