Mounds View City Council June 22, 1987 <br />Regular Meeting Page Eleven <br />Mayor Linke clarified that the existing lights are <br />considered temporary because they are on wooden poles <br />rather than on steel poles. <br />Motion /Second: Quick /Blanchard to approve the agree- <br />ment between Ramsey County and Mounds View for the <br />installation and maintenance of traffic control signals <br />at County Road I and Quincy Street. <br />4 ayes 0 nays <br />Clerk /Administrator Pauley reported that at a special <br />meeting of the Planning Commission on June 17, they <br />adopted a resolution recommending approval of the <br />development agreement for Silver View Plaza. <br />Tor Wistrom, of Kraus Anderson, explained they are <br />proposing a 36,000 square foot strip center and <br />presented sketches of the building. He stated they <br />hope to begin construction by the end of July with <br />completion scheduled for the end of October. <br />The traffic flow direction was clarified for the <br />drive window on the shopping center. <br />`;Motion /Second: Wuori /Quick to approve Resolution <br />No. 2209, approving the proposal and development <br />agreement for Silver View Plaza, and waive the <br />reading. <br />4 ayes 0 nays <br />Attorney Meyers requested the Council to authorize <br />the Clerk /Administrator to proceed with condemnation <br />proceedings for the public improvements on County <br />Road I, for the parcel owned by the Tom Thumb stores. <br />He explained this was the only property owner to <br />hold out, and they need to get going on the proceed- <br />ings in order to get started this year. <br />Motion /Second: Quick /Blanchard to approve Resolution <br />No. 2206, authorizing the City Attorney to <br />commence with condemnation proceedings. <br />4 ayes 0 nays <br />Mayor Linke reported a letter had been received on <br />June 8 from George May, the attorney from Tom Thumb, <br />and he read portions of it, which basically stated <br />they will not give the easement unless the City gives <br />them the conditional use permit. <br />Motion Carried <br />20.
