Mounds View City Council January 25, 1988 <br />Page Two <br />Regular Meeting <br />'\Clerk /Administrator Pauley explained that since two <br />squad cars had been totaled in the past year, it was <br />now necessary to purchase three squads this year, <br />rather than the two that had been budgeted for, with <br />the funds to come from the undesignated funds account. <br />Motion /Second: Blanchard /Hankner to approve the <br />consent agenda as presented and waive the readings. <br />5 ayes <br />0 nays Motion Carried <br />Clerk /Administrator Pauley explained that money had <br />been budgeted for 1988 to hire a firm to conduct a <br />community survey, and the Council has reviewed the <br />proposals and interviewed four firms, and they are <br />now ready to make a decision on which firm to hire. <br />Councilmember Hankner stated she would prefer to hire <br />Decision Resources, Ltd., as they were within the <br />budget limits, and she favored the approach of doing <br />the survey by telephone, as it would give the phoners <br />the opportunity to know who they are talking to as <br />they ask the questions, and a phone interview could <br />provide the opportunity for additional comments and <br />questions not listed on the survey. <br />Councilmember Wuori stated she agreed with Council <br />member Hankner, and she felt a phone conversation <br />would be much more informative and it would make an <br />important difference to know who the respondent is, <br />which is not always clear from a written response. <br />Councilmember Quick stated he concurred with Council <br />members Hankner and Wuori. <br />Councilmember Blanchard stater: she was the minority <br />on her selection, but she would be willing to go along <br />with the rest of the Council. <br />Mayor Linke stated he would also favor hiring Decision <br />Resources, Ltd. <br />Councilmember Hankner stated that aside from preferring <br />the phone survey over a written one, she felt the other <br />firm being considered was too expensive and it would <br />take too long to complete. <br />Councilmember Quick stated he also felt time was an <br />important factor, as the sooner the information is <br />received, the better it will be for the City to be able <br />to utilize it. <br />7.
