Mounds View City Council February 22, 1988 <br />Regular Meeting Page Six <br />Clerk /Administrator Pauley read from Minnesota Statute <br />469.174 regarding various types of districts which can <br />be created, and he explained the agreement before the <br />Council stipulates that Mr. Miller would compensate the <br />City for any losses or expenses occurred if he does not <br />proceed with development within the three year time <br />limitation. <br />Motion /Second: Quick /Hankner to authorize Staff to <br />negotiate and to approve as to form the preliminary <br />agreement with John Miller, and bring back to the Council <br />for approval in three to four weeks. <br />5 ayes 0 nays <br />Planner Herman reported the City had received a letter <br />from George Winiecki regarding his thoughts and concerns <br />on establishing a tax increment district. <br />Motion /Second: Wuori /Quick to approve Resolution No. <br />2293, establishing Tax Increment Financing District #2 <br />located within the City Development District No. 1, <br />and approve and adopt the Tax Increment Financing Plan <br />relating thereto, and waive the reading. <br />ayes 1 nay <br />Councilmember Hankner voted against the motion, stating <br />she felt the Council should seriously consider what the <br />Planning Commission has advised. <br />Councilmember Blanchard stated that she feels by making <br />a tax increment district, the City will have a little <br />better handle on what will go in there. <br />Councilmember Wuori stated they are already seeing parts <br />of this area being nibbled away at, and she feels an <br />overall plan would be much better and more appealing. <br />Mayor Linke stated he agreed with the comments made, <br />and this is a very visable portion of Mounds View, in <br />a high traffic area, and he is concerned with having <br />a hodge -podge development. He added he would prefer <br />to see offices developed, and this process would help <br />the area to develop as an entity. <br />Councilmember Quick stated he felt they must plan for <br />the future, and it is better to look to the future <br />and broaden the tax base. <br />15.
