Mounds View City Council <br />Regular Meeting <br />Clerk /Administrator Pauley explained the purpose of <br />Ordinance No. 440 is to correct an error in the <br />property description from the original ordinance. <br />Motion /Second: Quick /Blanchard to have the second <br />reading and adoption of Ordinance No. 440, vacating <br />a portion of St. Stephen Street and drainage <br />easement, and waive the reading. <br />Councilmember <br />Councilmember <br />Councilmember <br />Mayor Linke <br />Blanchard aye <br />Wuori aye <br />Quick aye <br />aye <br />Clerk /Administrator Pauley reviewed the request of <br />the Finance Department to purchase a decollator and <br />burster. <br />Motion /Second: Quick /Blanchard to authorize Staff <br />to purchase a burster and decollator from Computo- <br />service, Inc. at a cost of $4,117.48. <br />4 ayes 0 nays <br />Park and Rec Director Saarion explained Staff had <br />asked approval from the Council at the April 11 <br />meeting to place street sweepings at Greenfield Park, <br />to help level the land and make it more usable. She <br />reviewed the plans of the Park and Rec Department <br />for the park if the work is done, explaining that it <br />is so uneven now that it is difficult to use. She <br />added the concern had been over the wetlands in the <br />park, so Staff had contacted Tom Peterson from the <br />Ramsey Soil and Water Conservation District, and <br />after studying it, it is his opinion that this is <br />not a wetland, and she reviewed his letter of April <br />22. <br />Park and Rec Director Saarion stated that if approval <br />is not given this evening for the sweepings to be <br />placed there, the Public Works Department will have <br />to move them elsewhere. <br />Clerk /Administrator Pauley read the letter from <br />Mr. Peterson. He explained the work Staff is proposing <br />to do would establish a maintainable turf area, and <br />the filling and grading would not encroach on the area <br />that was previously classified as wetland. He added <br />Staff would recommend the Council request Mr. Peterson <br />to accomplish a formal review of the entire area, for <br />Council consideration of an amendment to the wetland map. <br />Attorney Meyers advised the Council on the process <br />that would have to be followed to encroach on a wetland <br />area. <br />April 25, 1988 <br />Page Five <br />14. 2nd Reading <br />and Adoption <br />of Ordinance <br />No. 440 <br />Motion Carried <br />15.
