Mounds View City Council May 9, 1988 <br />Regular Meeting Page Five <br />'Th Councilmember Hankner pointed out this should give <br />the Council an opportunity to work more closely with <br />the people from the school district, and something <br />positive should come out of it. <br />Park and Rec Director Saarion reviewed the proposal <br />for the placement of the Hillview Park building <br />foundation. She stated Staff proposes the original <br />bid of Buzzell Masonry, Inc. be accepted, with the <br />change of six courses of brick rather than seven, and <br />a north entry stoop without stairs, with a wooden <br />handicapped accessible ramp to be built by the <br />Public Works staff. She stated the lowering of the <br />courses of brick by one would reduce the length of <br />ramp necessary to the building. <br />Councilmember Hankner asked when the Park and Rec <br />Commission would be addressing the handicapped <br />access policy. <br />Park and Rec Director Saarion replied it is on their <br />agenda for May 26. She explained that State Code <br />requires that any public building must be handicapped <br />accessible. She added the Park and Rec Commission <br />discussed the location of the building thoroughly and <br />unanimously agreed to leave it where it is. <br />Councilmember Hankner stated she was concerned with <br />whether to proceed at this point, and questioned what <br />the cost would be to make all the park buildings <br />handicapped accessible. She suggested they first look <br />into the priorities and where the money should be <br />spent. <br />Clerk /Administrator Pauley recommended that due to <br />State Code, the Council adopt a policy statement <br />th,A would go beyond the UBC. He explained the UBC <br />does not require the City to go back to 11. all <br />buildings handicapped accessible, but they must be <br />brought up to standard when changes are made to them. <br />He added this is the only warming house in the City <br />which is not on a permanent foundation. <br />Councilmember Hankner questioned whether it was more <br />important policy -wise to put this on a permanent <br />foundation or make the buildings handicapped accessible. <br />Clerk /Administrator Pauley stated if the Council's <br />concern is in making all buildings handicapped accessible, <br />the only public buildings that are not so currently are the <br />t-lillview, Lambert and Groveland Park, and if Staff does <br />"--the work, it could keep the cost down considerably, at <br />hopefully less than $500 in material. <br />12. <br />Consideration <br />of Staff Memo <br />Regarding <br />Hillview Park <br />Building <br />Foundation <br />Proposal <br />
