Mounds View City Council September 12, 1988 <br />Regular Meeting Page Five <br />Mayor Linke questioned why the retainagewasonly <br />$5,000, orabout 1 percent of the total project cost. <br />He added when he had last looked at the punch list <br />a week ago, there were many things to be completed <br />still. <br />Clerk /Administrator Pauley explained the $5,000 is <br />only a portion of this current statement, rather than <br />the total billing. He added he understood all the <br />punch items were taken care of, and that many items <br />were not the responsibility of the contractor, but <br />of others, such as the County. He added the City is <br />required to pay the billing within a certain amount <br />of time. <br />Motion /Second: Linke /Quick to approve pay estimate <br />No. 7 in the amount of $35,067.61 to C. W. Houle for <br />County Road I improvements, to be charged to the <br />County Road I project account, contingent upon Staff <br />checking with the engineer to insure the work has <br />been completed. <br />5 ayes <br />Motion /Second: Blanchard /Wuori to approve the first <br />reading of Ordinance No. 448, amending the Municipal <br />Code of Mounds View by amending Chapter 40 entitled <br />"Zoning and waive the reading. <br />5 ayes <br />0 nays Motion Carried <br />5 ayes 0 nays <br />0 nays Motion Carried <br />Motion /Second: Quick /Wuori to adopt Resolution No. <br />2373 approving the conditional use permit request of <br />Ronald Holt to locate a pet store at 2548 Highway 10, <br />Silver View Plaza, Planning Case No. 250 -88, and <br />waive the reading. <br />City Planner Herman verified the development agree- <br />ment would also be included, along with the conditional <br />use permit, and it would also list the three conditions <br />stipulated in the conditional use permit, as well as <br />reverify the six minute cycle time for the car wash. <br />Mr. Phillipi asked the Council to consider eliminating <br />the requirement for the blower system, as he feels <br />that between the extended cycle time and distance to <br />the roadway, there would not be a problem. <br />Councilmember Blanchard stated she feels the blower <br />is important. <br />14.
