Mounds View City Council October 25, 2010 <br /> Regular Meeting Page 7 <br /> Council Member Hull indicated he spoke with a resident in favor of Alternate B with no <br /> additional parking lane. Public Works Director DeBar indicated all streets have to allow for <br /> parking, especially State -Aid streets. A minimal standard may have to be created by the Streets <br /> and Utilities Committee. <br /> Council Member Mueller questioned if the parking lane could be used as a trail for pedestrian <br /> traffic and bicycles. Public Works Director DeBar explained the parking lane would not be a <br /> designated trail but pedestrian traffic could be in this area. <br /> Council Member Mueller asked if there would be two hour parking near the apartment complex. <br /> Public Works Director DeBar indicated this has not been discussed by the Streets and Utilities <br /> Committee. <br /> Jim Battin, Streets and Utilities Committee member, explained the Area D street improvement <br /> program was below the limits for Rice Creek Watershed impervious surface requirements. He <br /> indicated that a future joint meeting with the Park and Rec Committee to discuss the parking lot <br /> situation at Lambert Park. <br /> Public Works Director DeBar noted several homes along Jackson Drive have extremely short <br /> driveways. The City does not want to negatively impact any property with the improvements and <br /> may have to put a bend in the road to assure that this does not occur. <br /> Mayor Flaherty questioned if Jackson Drive was posted no parking at this time. Public Works <br /> Director DeBar stated the road was only posted "No Parking" near the park. <br /> MOTION /SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7693, <br /> Approving a Non Standard Street Design for Jackson Drive in Area D of the Street and Utility <br /> Improvement Program. <br /> Council Member Hull stated he was in favor of Alternate B, as this was the recommendation <br /> from the majority of the residents. <br /> Ayes 4 Nays 1 (Hull) Motion carried. <br /> F. Resolution 7694, Approving the Construction of a Concrete Sidewalk along <br /> County Road H2 Between County Road 10 and Jackson Drive with Area D <br /> of the Street and Utility Improvement Program. <br /> Public Works Director DeBar stated that the Street and Utilities Task Force developed street <br /> standards for use in the Street and Utility Improvement Program. He indicated the Sidewalk <br /> Trailway Plan approved with the Comprehensive Plan identifies County Road H2 as a future <br /> pedestrianibicycle corridor. Since Area D of the Program includes reconstruction of St. Stephen <br /> Street, Pinewood Court, and Jackson Drive, there is an opportunity to construct a portion of this <br /> proposed sidewalk with the Area D project. In addition, storm sewer is required to be extended <br /> from Jackson Drive to Pinewood Court to provide better drainage from the court. The storm <br />
