Mounds View City Council Page Four <br />Regular Meeting December 13, 1993 <br />MOTION/SECOND: Trude/Quick to Deny Resolution No. 4450 Approving the <br />Request by Victoria Bowers for a Conditional Use Permit to Allow a <br />Residential Dog Kennel at 8351 Groveland Road <br />Councilmember Trude requested that conditions 1 and 2 be stricken from <br />Resolution No. 4450 and that one condition be added which would state, <br />"due to the negative impact on the neighborhood due to excessive barking <br />of the dogs as testified to by a number of neighbors who attended the. <br />public hearing on November 22, 1993." <br />VOTE: 2 ayes 3 nays Motion Failed <br />MOTION/SECOND: Blanchard/Wuori to Adopt Resolution No. 4450 Approving the <br />Request By Victoria Bowers .for a Conditional Use Permit to Allow A <br />Residential Dog Kennel with Existing Three Dogs* at 8351 Groveland Road <br />*If something happens to one of the dogs it is not to be replaced and <br />Conditional Use Permit would be null and void. <br />**VOTE: 3 ayes 2 nays Motion Failed <br />** Motion Failed due to lack of 4/5 Affirmative Vote. <br />. Mayor Linke stated that the approval for a residential dog kennel at 8351 <br />Groveland Road was denied and directed staff to bring the household into <br />conformance with the City's Municipal Code. <br />COUNCIL BUSINESS <br />A. Consideration of Resolution No. 4425 Providing for the Issuance and .Sale <br />of the City's $3,090,000 Gross revenue Golf Course Bonds, Series 1994A <br />Samantha Orduno, City Administrator, stated that the City is on the road <br />to constructing a 9 hole golf course. Construction will start <br />approximately April of 1994 and tee off would take place approximately <br />June 15, 1995. Orduno introduced Bob Thistle of Springsted who indicated <br />that all bonds were sold and that negotiations had taken place with Piper <br />Jaffrey for fair and equitable interest rates. <br />MOTION/SECOND: Quick/Blanchard to Adopt Resolution No. 4452 Providing for <br />the Issuance and Sale of the City's $3,090,000 Gross Revenue Golf Courses, <br />Series 1994A <br />VOTE: 5 ayes 0 nays Motion Carried <br />B. Review of Snow and Ice Control Policy <br />Mike Ulrich, Public Works Supervisor, indicated that this policy can be <br />updated as needed. Staff is recommending that the section that discusses <br />damage to boulevard areas be changed from the City supplying seed, to the <br />City supplying sod for pick up by residents that have received damages by <br />City plows to the boulevard areas during one week and one weekend. <br />
